Berdasarkan data statistik Direktorat Jenderal Hak Kekayaan Intelektual bahwa banyak berkas permohonan pendaftaran yang mengalami keterlambatan keputusan (backlog), baik Hak Cipta, Desain Industri, Merck, maupun Paten. Setiap tahun data backlog tersebut bertambah akibat adanya akumulasi. Bukti keterlambatan tersebut dapat juga dilihat dart banyaknya surat pertanyaan yang masuk dart pemohon atau kuasa. Permohonan banyak memberikan pemasukan kepada negara melalui Pemasukan Negara Bukan Pajak (PNBP), dimana Ditjen HKI pemah memberikan pemasukan kepada negara sebesar 120 miliyar dalam satu tahun. Selain hal tersebut, berdasarkan visi dan misi bahwa Ditjen HKI harus mengikuti sistem HKI Intemasional yang efektif, memberikan pelayanan yang balk, cepat, sehingga dapat memicu semangat masyarakat untuk menghasilkan inovasi, kreasi yang pada akhirnya meningkatkan pertumbuhan ekonomi serta menambah pemasukan ke negara melalui biaya permohonan, pemeliharaan, serta keuntungan lainnya.Penulis sebagai bagian dart pegawai Ditjen Hak kekayaan Intelektual (Desain Industri) mencari faktor-faktor penyebab terjadinya keterlambatan keputusan tersebut khusus pada Desain Industri menelusuri Prosedur Operasional Standar (POS) permohonan pendaftaran Desain industri yang biasa dilakukan atau berdasarkan LIU No. 3112000 tentang Desain Industri. Backlog berdasarkan UU No. 3112000 tentang Desain Industri adalah berkas yang belum terselesaikan dart waktu yang telah ditentukan Undang-undang, 7 (tujub) bulan untuk Desain Industri jika tidak ada keberatan selama publikasi, dan 13 (tiga betas) bulan jika ada ada keberatan selama publikasi.Berdasarkan basil penelitian ditemukan bahwa faktor sarana yang kurang balk dalam jumlah maupun kecepatan yang menjadi penyebab utama, kemudian faktor alur proses permohonan pendaftaran Desain Industri yang kurang tepat. Dengan usulan proses POS ini maka waktu yang diperlukan 4 (empat) bulan jika tidak ada keberatan selama publikasi dan 7 (tujuh) bulan jika ada keberatan selama publikasi.

Based on the statistics, there are many backlog data happened on the registration forms in The Directorate General of Intellectual Property (DGIP). Each year the backlog data becomes accumulated, as it shown from the confirmation letters that had been received from the customers. Actually, the IP's inquiries give much income to the country through Non Tax National Income/ Pemasukan Negara Bukan Pajak (PNBP), DGIP had once made "a big hit" by giving income (PNBP) as much as Rp. 120 billion in a year. Based on the vision and mission, DGIP should act according to the International Intellectual Property System, which is more effective, gives an excellent service, faster, and so could be as a trigger of the community's spirit to create some innovations and creations that will increase the State Financing Development and adding the State's Incomes.The aim of research is to find some factors that cause the delay of decisions in the Directorate of Industry Design, by doing some deep researching on The Standard Operational Procedures (SOP) of Industry Design Registration Inquiries, which is been done based on W No. 3112000 that rules the Industry Design. Based on the above law, Backlog is some documents which are unfinished by its time, 7 (seven) months for publishing to the community as if there aren't any complains, and 13 (thirteen) months if there are some complains.Based on the research, was found some reasons why the backlog was happened, such as the unconditional facilities both in mounts and speed as become the main reason, also the schema of industry design's registration process which is unsuitable. This thesis is purposing the new SOP, which is 4 (four) months for publishing to the community as if there aren't any complains, and 7 (seven) months if there are some complains.
