In frastruktur fisik, terutama jaringan jalan, sebagai pembentuk struktur ruang nasional memiliki keterkaitan yang sangat kuat dengan pertumbuhan ekonomi suatu wilayah maupun sosial budaya kehidupan masyarakat. Dalam konteks ekonomi, jalan sebagai modal sosial masyarakat merupakan tempat bertumpu perkembangan ekonomi, pertumbuhan ekonomi yang tinggi sulit dicapai tanpa ketersediaan memadai.
Setelah pembaharuan mengenai peraturan mengenai jalan tol, dengan digantikannya UU No. 13 Tahun 1980 dengan UU No. 38 Tahun 2004 tentang Jalan. Dalam UU Jalan yang baru diatur pembagian kewenangan penyelenggaraan jalan yang tegas memenuhi tuntutan otonomi; penyelenggaraan jalan tol yang tidak monopolistik; peran masyarakat yang lebih nyata dalam penyelenggaraan jalan. Hal ini diperkuat dengan Peraturan Pemerintah Nomor 15 tahun 2005 mengenai jalan tol, serta dibentuknya Badan Pengelola Jalan Tol (BPJT) melalui Keputusan Menteri Pekerjaan Umum Republik Indonesia Nomor 295/PRT/M/2005 tanggal 28 Juni 2005, merupakan dorongan terwujudnya percepatan penyelenggaraan jalan tol dengan melibatkan partisipasi aktif Pemerintah Daerah dan Badan Usaha.
Di Indonesia saat ini terdapat 500 km jalan tol yang dioperasikan oleh PT. Jasa Marga serta sekitar 100 km yang dioperasikan oleh pihak swasta. Secara total, jumlah jalan tol
di Indonesia masih jauh dibanding Malaysia, Korea atau Jepang. Sesuai dengan rencana pemerintah untuk membangun jalan tol sepanjang 1,600 km mulai tahun 2005 sampai dengan tahun 2209 membutuhkan dana sekitar 153 trilliun rupiah serta sekitar 95 trilliun diharapkan merupakan investasi dari pihak swasta
