Infrastruktur listrik, gas dan air bersih mempunyai peranan yang cukup strategis dalarn perekonomian nasional. Pembangunan infrastruktur listrik, gas dan air bersih ini melibatkan proyek-proyek konstruksi berskala besar yang bila terealisasi dapat menimbulkan dampak kepada kebutuhan sumber daya proyek konstruksi dan dampak bagi perekonomian nasional. Dalam membentuk Produk Domestik Bruto, pembangunan infrastruktur listrik, gas dan air bersih melibatkan sektor konstruksi tidak berdiri sendiri melainkan berinteraksi dengan sektor-sektor lainnya.
Interaksi yang terjadi antar sektor memunculkan keterkaitan sektor listrik, gas dan air bersih dengan sektor konstruksi dan sektor lainnya sehingga setiap permintaan akhir yang terjadi terhadap output di sektor ini tidak saja berpengaruh pada peningkatan aktivitas ekonomi untuk pembentukan output di sektor listrik, gas dan air bersih saja tetapi juga di sektor konstruksi dan sektor lainnya yang pada akhirnya berpengaruh pada aktivitas ekonomi secara nasional. Tujuan penelitian ini adalah menganalisis hubungan multiplier effect dari pembangunan infrastruktur listrik, gas dan air bersih terhadap perekonomian nasional khususnya sektor konstruksi.
Pertanyaan yang harus dijawab dalam penelitian ini, yaitu:
Pertama, seperti apa hubungan keterkaitan antar sektor ekonomi yang dipengaruhi oleh sektor listrik, gas dan air bersih.
Kedua, berapa besar dampak multiplier effect dari setiap peningkatan pembangunan infrastruktur listrik, gas dan air bersih terhadap output sektor konstruksi dan sektor lainnya.
Ketiga, berapa besar dampak investasi listrik, gas dan air bersih terhadap proyek konstruksi.
Keempat, bagaimana hubungan faktor investasi listrik, gas dan air bersih dengan multiplier effect-nya terhadap sektorkonstruksi.
Pendekatan penelitian yang digunakan untuk menjawab pertanyaan penelitian tersebut, yaitu pendekatan analisis arsip (archieval analysis) untuk menjawab pertanyaan pertama dan kedua, sedangkan untuk menjawab pertanyaan ketiga dilakukan pendekatan survai dan pertanyaan keempat dengan studi kasus pada investasi proyek pembangunan infrastruktur listrik, gas dan air bersih.
Dari basil penelitian diperoleh hubungan keterkaitan kedepan sektor listrik dengan sektor perdagangan dan sektor bangunan dan hubungan keterkaitan ke belakang dengan sektor pertambangan dan penggalian. Setiap perubahan permintaan pada investasi pembangunan infrastruktur listrik, gas dan air bersih mempunyai dampak pengganda (multiplier effect) terhadap perekonomian nasional yang ditinjau terdiri dari peningkatan kesempatan kerja, nilai tarnbah bruto, pajak tak langsung serta upah dan gaji. Dari basil analisis studi kasus diperoleh bahwa faktor-faktor investasi pada infrastruktur listrik, gas dan ail' bersih rnernpunyai hubungan keterkaitan yang kuat dengan multiplier effect perekonomian nasional khususnya sektor konstruksi.
Electricity, gas and water supply infrastructure sector play a strategic role in the national economic. The development of this sector involve a big scale construction projects which create impact on the resource used in the project and also have impact to the growth of national economic. Electricity, gas and water supply infrastructure sector together with other economic sectors form Gross Domestic Bruto. Each sector cannot stand alone and need other sector to have transaction so it makes interaction among the sectors.
This interaction makes not only rising in the sector which is developed but also increasing in the other sectors. The development in electricity, gas and water supply infrastructure sector not only make raising in the electricity, gas and water supply infrastructure sector itself but also increasing in the construction sector and other economic sector so it influence to the national economic growth. The purpose of this research is to analyze multiplier effect of electricity, gas and water supply infrastructure sector's development to the national economic, especially to the construction sector.
Few research question that have to be answered are:
first, how is the interaction among economic sectors due to development in electricity, gas and water supply sector;
second, How much multiplier effect affected to the construction sector and other sectors due to development in electricity, gas and water supply sector;
third, how much resources is impacted on the power plant construction project;
fourth, how is the relationship between electricity, gas and water supply sector and the multiplier effect of the construction sector. Archieval analysis to answer the first and second research question, survey to answer the third research question and case study to answer the fourth.
The results of this research are interaction among economic sectors especially forward and backward linkage of electricity, gas and water supply sector. Multiplier effect of electricity, gas and water supply sector development are looked from increasing of job opportunity, gross domestic product, indirect tax and also salary of employee. The result of relationship between electricity, gas and water supply sector and construction sector show that investment in electricity, gas and water supply sector have great influence to the national economic especially the construction sector.
