Organisasi Rumah Penyimpanan Benda Sitaan Negara (Rupbasan) merupakan salah satu Unit Pelaksana Tekhnis (UPT) yang berada dibawah naungan Direktorat Jenderal Pemasyarakatan (Ditjenpas) Departemen Hukum dan HAM RI. Keberadaannya memang kurang populer dibandingkan UPT lain dibawah naungan Ditjenpas. Berdasarkan hasil penelitian ditemukan bahwa peran Rupbasan dalam pengelolaan Benda Sitaan Negara dan Barang Rampasan tidak berjalan secara optimal. Kendala-kendala yang dihadapi dalam rangka pelaksanaan peran Rupbasan antara lain kendala sumber daya manusia petugas maupun sarana dan prasarana, dan kendala anggaran yang minim yang dialokasikan untuk Rupbasan.
Strategi yang dilakukan dalam rangka peningkatan peran Rupbasan dalam pengelolaan benda sitaan dan barang rampasan antara lain memaksimalkan gudang penyimpanan yang ada, melakukan diklat-diklat tekhnis bagi petugas Rupbasan, meminta alokasi tambahan personel khususnya tenaga ahli dan sosialisasi peran Rupbasan ke pihak-pihak terkait, sosialisasi oleh pihak Ditjenpas Departemen Hukum dan HAM RI, pengadaan struktur tertinggi yang menaungi Rupbasan dalam bentuk Direktur Rupbasan.
Berdasarkan analisis teori Organization Development (OD) ditemukan bahwa upaya pengembangan organisasi yang dilakukan baik oleh Rupbasan maupun pihak Ditjenpas masih pada tahap Joint Diagnosis of Problem. Kondisi ini mengakibatkan tiga tahapan berikutnya masih jauh dari pelaksanaan sehingga bisa disimpulkan bahwa Organization Development (OD) organisasi Rupbasan masih sebatas riset dan belum menyentuh substansi organisasinya secara langsung.
