Sesuai dengan Peraturan Presiden, harga jual eceran untuk Jenis BBM Tertentu jenis Bensin Premium adalah Rp 6.000/liter. Harga jual eceran tersebut, untuk saat ini masih berada dibawah harga patokannya sehingga beban subsidi yang ditanggung Pemerintah cukup besar. Terlebih lagi dengan semakin meningkatnya harga minyak dunia. Jika dilihat dari jumlah volumenya maupun besaran subsidinya secara total, maka Bensin Premium merupakan jenis Bahan Bakar yang paling besar dibandingkan dengan dua jenis BBM yang lain. Karena hal itu sangat dibutuhkan sebuah kebijakan Pemerintah terhadap penetapan harga Bensin Premium dengan memperhatikan kemampuan keuangan negra namun tetap memperhatikan daya beli masyarakat.
Dalam penetapan harga BBM jenis Bensin Premium dilakukan perhitungan dari segi harga patokannya maupun harga jual ecerannya. Untuk harga patokan dilakukan perhitungan berdasarkan least costnya maupun market pricenya. Sedangkan harga jual eceran dihitung dengan mempertimbangkan daya beli masyarakat dan pengaruhnya terhadap indikator-ndikator ekonomi. Dan yang paling mendasar adalah penetapan kedua jenis harga tersebut harus melihat pengaruhnya terhadap keuangan negara.
Dari hasil perhitungan didapat besarnya harga patokan akan sangat bergantung kepada tingkat harga minyak dunia karena harga minyak mentah merupakan komponen terbesar dalam struktur harga patokan. Harga patokan yang dihitung berdasarkan least cost menghasilkan jumlah yang lebih kecil dibandingkan dengan menggunakan market price sehingga mengasilkan jumlah subsidi yang lebih sedikit pula sehingga lebih menguntungkan negara. Penyesuaian harga jual eceran menuju tingkat yang sesuai dengan keekonomiannya diperlukan untuk mengurangi beban keuangan negara (subsidi).
Based on Presidential Decree, regulated price for gasoline is Rp.6000/litre. Nowadays, that price is stil below the economic price, there fore the subsidy that must have been paid by the Goverment increased. On the other hand, there is increasing of oil price that has bad influence for national budget. In the 2006, the Goverment have to prepare Natioal Budget for subsidi till Rp60 T (forgasoline, kerosene and gas oil). If were fer to the volume of regulated fueland the amount of subsidy, we can see that Gasoline give shigher value than the others (kerosene and gas oil). Because of that, the Goverment needs the policy for regulated gas oline which depend on national budget but still taking no te of willingness to pay of people.
When we try to make fuel policy of gasoline, we did it by calculate standard price and regulated price. For the regulated price, we didit based on its least co stand market price And for the regulated price, we decided it with taking note of willingness to pay and the impact of the changes of regulated price to macro indicator of economics such as, inflation, GDP, etc.
The result showed that the standard price is depend on the world oil price because it is the biggest component or the structure of standard price. Standard price that calculated by least cost analysis give the lower price than use the market price. So, budget that must have been paid by government is lower. We need regulated price adjustment concern the economic price to minimize subsidy.
