Tesis ini membahas kebijakan pengembangan koleksi perpustakaan IAIN Ambon tahun 2006-2007. Penelitian ini menggunakan metode studi kasus dengan jenis penelitian deskriptif kualitatif, dengan informan penelitian terdiri dari 5 orang yang terlibat langsung dalam proses pengambilan kebijakan tentang pengembangan koleksi perpustakaan.Hasil penelitian menunjukkan bahwa pengembangan koleksi perpustakaan IAIN Ambon selama kurun waktu 2006-2007 tidak menggunakan acuan kebijakan tertulis. Kebijakan pengembangan koleksi didasarkan pada perintah lisan dari pimpinan perguruan tinggi kepada kepala perpustakaan, keputusan rapat tingkat pimpinan bersama kepala perpustakaan, Keputusan rapat kerja tahunan, dan keputusan pimpinan perguruan tinggi tentang buku sumbangan wajib bagi mahasiswa akhir studi, sehingga dibutuhkan kebijakan pengembangan koleksi tertulis.

This thesis describes the collection development policy of State Islamic Institute Ambon in the year of 2006-2007. This descriptive qualitative research has done by a case-study method that inspects deeply by means of any deep interview, observation, and document analysis. The informen of this thesis are 5 people who involve directly with the process of determining policies about developing library collections.

The result of this research shows us that to develop the collections of the library of State Islamic Institute Ambon in the year of2006-2007 was not use such a written policy. The collection development policy was based upon some rector’s jugment for the library, some consideration between rector, the head of the department and the head of the library about collection development. Therefore the library of State Islamic Institute Ambon needs a written collection development policy.
