Tesis ini membahas mengenai aspek hukum dalam pembangunan rumah susun dan jual beli satuan rumah susun pada rumah susun yang dikembangkan oleh Pengembang "A". Dibahas mengenai kepatuhan Pengembang "A" dalam mengikuti persyaratan teknis dan administratif yang ditentukan peraturan perundang-undangan dalam membangun rumah susun, cara penjualan satuan rumah susun yang dilakukan oleh Pengembang "A" dengan pemesanan terlebih dahulu dan pengikatannya dengan perjanjian akan jual beli, serta mengenai tanggung jawab Pengembang "A" sebagai pengurus perhimpunan penghuni sementara dan kewajibannya membentuk perhimpunan penghuni yang sebenarnya.

The focus of this thesis is the analysis of legal aspect in the development of apartment buildings by Developer "A" and its units sale-purchase to the consumers. Described here are the obedience level of Developer "A" in following the terms of technical and administrative requirements determined by the regulations in the apartment buildings development, how Developer "A" sale the apartment units to the consumers through the pre sale-purchase agreement, and how is the responsibility of Developer "A" in its role as the temporary board of apartment building's occupants association and its obligation to establish the real occupants association.
