Dinas Kesehatan DKI Jakarta mengeluarkan kebijakan Sistem Informasi Kesehatan Teintegrasi (SIK-Integrasi) yang tujuan jangka panjangnya adalah untuk melakukan reformasi administrasi dalam bentuk Good Governance. Setelah fase pertama implementasi kebijakan berakhir perlu dilakukan evaluasi untuk menilai sasaran yang belum tercapai, dan prasyarat yang perlu dipersiapkan untuk memasuki tahap selanjutnya. Oleh karena itu perlu evaluasi dengan pendekatan reformasi administrasi. Penelitian ini menggunakan metode Positivism dan bertujuan mengukur perubahan paradigma yang terjadi dan ruang lingkup reformasi yang terjadi Hasil penelitian ini menunukkan bahwa paradigma Dinas Kesehatan setelah adanya SIK Integrasi, masih mengikuti birokrasi tradisional. Belum ada perubahan yang bersifat fundamental, perbaikan administrasi saja. Paradigma Good Governance yang tertuang dalam dalam kebijakan SIK Integrasi ini adalah efisiensi dan efektifitas, transparansi dan akuntabilitas. Namun dalam implementasi kebijakan tersebut konsep-konsep yang terkandung baru efisiensi dan efektifitas. Ruang lingkup perubahan yang terjadi bersifat piecemeal, hanya menyentuh beberapa aspek saja, tidak bersifat menyeluruh, baru upaya upaya . yang disebut Modernize System, untuk membuat birokrasi menjadi lebih cepat, lebih fleksibel dan lebih murah, serta pengembangan hubungan birokrasi dengan penerima pelayanan publik dan pengembangan pelayanan publik yang berkualitas tinggi. Penelitian ini merekomendasikan agar Komitment Kepala Dinas Kesehatan perlu ditingkatkan dalam pengembangan kebijakan e-government dan implementasinya dengan melakukan upaya-upaya yang merubah paradigma birokrasi tradisional menjadi paradigma reformasi administrasi.Komitment tersebut juga harus dibarengi dengan komitment alokasi sumberdaya yang memadai. Dinas Kesehatan perlu menyatukan seluruh sistem informasi yang tersebar pada institusi kesehatan pemerintah dan mulai membuka link dengan penyedia pelayanan kesehatan swasta. Selain itu juga perlu dimulai membuka komunikasi secara online dan transaksi pelayanan kesehatan lewat website.
Dinas Kesehatan DKI Jakarta have been working on the policy of integrated Health Information System (SIK-Integrasi) that has the long term objective is to promote administrative reform in the form of Good Governance. After the first Phase of the policy implementation ended, the policy and the implementation have to be evaluted to measure the target that have not reached , and the precondition that have to prepared to entering the next phase. Therefore these evaluation have done by using the administrative reform approach. These Ressearch was used positivism approach, which has goals was to evaluated the changing paradigms and the scope of administrative reforms. The result on these research was shown that After SIK Integrasi have been implementing, the paradigm have never been changing at all, and still follow the traditional bureaucratic paradigm. These changes have never been fundamental but only administrative improvement. The Good Governance paradigms on the policy consist of eficiency, efectiveness, transparancy and accountability. But, the paradigms on the implementation was eficiency and efectiveness. The changes that happend was piecemeal, not comprehensive consist of few aspect that called Modernize System, an effort to make the bureaucracy work faster more flexible, cheaper, to developed the relation between the bureaucracy and public services client/customer, and the efforts to developed the high quality of public services. The recommendation of these research are as follows, the head of Dinas Kesehatan should developed the e-government policy and it?s implementation Those development should be followed by the chnges of tradisional paradigm into administrative reform paradigm. Those commitment should be followed with the allocation of the sufficient resources. Dinas Kesehatan has also to integrated all the information system networking that separated on different unit, begin the link between all the private and public health services provider. Last but not least, Dinas Kesehatan also should begin the online direct communication an online public heatlh transaction through the website.
