Tesis ini bcrtujuan untuk mengetahui pengaruh pemberian lisensi impor tekstil Harmonized System (HS) 5208 sampai dengan 6002 terhadap ekspor garmer. 28 propinsi di Indonesia HS 61 dan HS 62.Penelitian ini menggunakan data runtun waktu (time series) tahunan dari tahun 1996 hingga tahun 2006. Variabel yang digunakan adalah ekspor garmen, dummy kebijakan impor tekstil, harga internasional, exchange rate, produksi bahan baku dornestik, dan pendapatan domestik regional bruto (PDRB). Penelitian ini menggunakan mctode analisis data panel.Hasil penelitian dengan menggunakan pendekatan Random Effect Model (REM) adalah kebijakan pemberian lisensi impor tekstll berpengaruh positif dan signifikan terhadap ekspor garmen 28 propinsi di Indonesia. Sedangkan variable-variabel lainya juga berpengaruh positif dan signifikan. This study aims to analyze the impact of the textile import licensing policy (i.e. Harmonized. System (HS) Code 5208 up to 6002) on Indonesia's garment export (i.e. HS Code 61 and 62) using panel data observation from 28 Indonesia's provinces over the period of 1996-2006. The dependent variable is the garment eksports; while, the independent variables are dummy variable of the time of textile import policy implementation, world price, exchange rate, domestic's raw material production and regional gross domestic product.

This study shows that the fittest model is the one using Random Effect Model (REM) approach. The study consequently shows that the textile import licensing policy positively and significantly affects the garment exports. After the import licensing policy implementation. the garment exports increase 0.51%. In addition. the other variables also have positive and significant influences with respect to the garment exports. Therefore, the recommended policy implication in this study is to maintain the textile import licensing policy since it would increase the garment exports.
