The purpose of this research is to identity the dynamic of policy process at village level, as well as the forms of the policy process itself. This qualitative research look four villages in Sub-district of Padang Cermin as purposive sampling. The research showed that the policy process at four villages represented a policy community because it was encauraged by their cultures, their common values and norms which expressed in their daily life.
