Tujuan penelitian adalah menganalisa adanya pengaruh Keterampilan TI dan Kecerdasan Emosi terhadap Daya Saing PNS dalam Implementasi Sistem e-Procurement pada proses Pengadaan Barang/Jasa di Departemen PU. Metodologi penelitian secara kuantitatif dengan metode survey. Responden penelitian adalah PNS yang bekerja di Dirjen Cipta Karya, Departemen PU, dengan sampel sebanyak 80 orang terpilih secara acak. Hasil penelitian yang di dapat adalah, bahwa ada pengaruh positif dari Keterampilan TI sebesar 39.7 %, Kecerdasan Emosi sebesar 31.8 % dan secara bersama ? sama adalah sebesar 54.5 % terhadap Daya Saing PNS.

The purpose of this research is to analyze the affection of IT Skills and Emotional Intelligence towards the Government Civil Workers Competitiveness in the Implementation of e-Procurement System of Goods/Services Procurement Process at the Department of Public Works. The research methodology conducted a quantitative research with a survey method. The respondents are the workers at the Directorate General of Cipta Karya, Department of Public Works with total sample of 80 people, selective randomly. The research outcome discovered that there is a positive affection for 39.7% of IT Skills, 31.8% of Emotional Intelligence and 54.5% of both towards the Government Civil Workers? Competitiveness.
