 Abstract

ABSTRAK
Tesis ini membahas tentang mengapa model peratuan aliran modal yang berjalan di
Indonesia lebih ke arah progresif dan bagaimanakah respon kebijakan pemerintah
terhadap lalulintas modal internasional. Teori yang digunakan untuk menjawab
pertanyaan penelitian tersebut adalah teori international capital movement. Teori
International capital movement ini dapat mengimplementasikan hasil kebijakan-
kebijakan yang telah dilakukan oleh pemerintah Indonesia mengenai regulasi kehadiran
bank asing meialui pergerakan modal internasional. Sebagai negara yang menitik
beratkan pembangunannya di bidang perbankan, model peraturan Indonesia yang berjalan
ke arah progresif merupakan langkah awal kebijakan yang membawa Indonesia menuju
ke arah liberalisasi khususnya dibidang perbankan. Sehingga kebutuhan akan aliran
modal internasional ini menjadi suatu kebutuhan pokok untuk memperbaiki
perekonomian Indonesia seiring dengan perkembangan perekonomian.

Abstract
This thesis discusses why the model of regulation of capital flows that is running in
Indonesia more progressive direction, and how government policy response to the traffic
flows of international capital. The theory used to answer research questions is the theory
of international capital movements. International capital movement theory can implement
the policies that have been conducted by the Indonesian government on the regulation of
foreign bank presence through international capital movements. As the country focuses
its development in the banking sector, Indonesia's current regulatory model number is the
first step toward progressive policies that brought Indonesia to the direction of
liberalization, particularly in banking. Thus the need for international capital flows has
become a necessity to improve the Indonesian economy in line with economic
development.
