Tesis ini membahas beberapa faktor yang mempengaruhi kebijakan upah minimum di Indonesia. Penelitian ini menggunakan analisis ekonometri terhadap faktor-faktor yang mempengaruhi kebijakan upah minimum, kemudian juga dilakukan analisis deskriptif terhadap faktor-faktor yang mempengaruhi kebijakan upah minimum. Hasil penelitian ini memperlihatkan bahwa pengambilan kebijakan upah minimum memang dipengaruhi oleh hitung-hitungan secara ekonometri, akan tetapi proses politik, lobby, negosiasi dan posisi tawar yang terjadi antar elemen di dalam forum pengambilan keputusan mengenai upah minimum, yakni di Dewan Pengupahan juga menjadi faktor yang menentukan.

This thesis explores some factors that influence the minimum wage policy in Indonesia. This study uses econometric analysis to factors that influence the minimum wage policy, and also performed a descriptive analysis of the factors that affect the minimum wage policy. The results of this study show that minimum wage policy-making is affected by the econometric calculations, but the political process, lobbying, negotiation and bargaining power that occur between the elements in decision-making forum on the minimum wage, is the Wage Council also important factors.
