The challenges that faced by Indonesia government bureaucracy nowdays, specially to execute, public services in line with good governance principles are part of civil service system reform. In this critical condition of Indonesia civil service , even though The Law Republic of Indonesia No. 43/1999 mandated for Civil Servant Professionalism and welfare , but the fact still not suitable to the expected condition. Civil service reform comprehensivelly need strong political will form the elite and support from all community elements to build Indonesia civil service system based on merit system and civil service planning that related to the government bureaucracy strategic planning.
