Proses kegiatan estimasi tahap lelang merupakan hal yang kritis bagi cost engineer dalam memperkirakan biaya proyek. Kemungkinan terjadinya kesalahan-kesalahan dalam proses estimasi biaya tersebut sangat besar, sehingga mengakibatkan estimasi biaya proyek tidak realitis dan tidak akurat (kemungkinan dapat terjadi underestimate cost atau overestimate cost). Penilitian ini bertujuan untuk mengidentifikasi faktor risiko yang dominan yang dapat mempengaruhi tingkat akurasi estimasi biaya proyek tahap lelang yang disebabkan kompetensi cost engineer. Penelitian ini menggunakan metode survey. Hasil penelitian menunjukkan bahwa faktor risiko yang dominan adalah penggunaan database dan informasi yang buruk, kelemahan dalam pemilihan metode kerja, kesulitan mendapatkan harga subkontraktor spesialis.

Estimation process in bidding stage is critical for the cost engineer to predict the project costs. It's a big possibility to have errors in estimating the expanses that causes unrealistic and inaccurate estimation project cost (underestimate cost or overestimate cost could possibly happen). This research is aimed to identify the dominant factor that can influence accuracy level in determining estimation project cost because of cost engineer competences. Survey method is used for this research. The result shows that the using of terrible information database is the most dominant factor of errors. while other things like bad construction method, difficulties in getting specialist subcontractor price come after it.
