Public policy, basically, is the tool and, at the same time, the frame of executing government function. With this character, public policy is the product of the process of government activities implementation and, all at once, it gives illustration of direction and substance of government function realization. In a democratic government, the citizens, individually and collectively are the government's actors. The quality of citizens political participation will determine the direction and the benefit of public policy. Participative public policy is a policy which its substance and process making reflect continuosly and proportionally the stakeholders participation. The essence of participative public policy is the agreement on the action which will be done in order to realize the major benefit to major quantity of people as possible. This paper will discuss the way how to build participative public policy making.
