Sektor ketenagalistrikan merupakan sektor publik yang sangat vital. Pada Kenyataannya sektor ini didanai sebaian besar oleh dana pinjaman asing yang baru terbayarkan dalam hitungan generasi ke generasi. Kelangsungan produksi listrik negara yang konsisten dan memadai mutlak diperlukan guna mendukung peningkatan dan laju pertumbuhan ekonomi sebuah negara. Sektor ketenagalistrikan merupakan sektor yang memiliki tingkat ketergantungan yang tinggi terhadap faktor luar, diantaranya adalah fluktuasi nilai tukar mata uang dan tingkat harga minyak dunia yang dijual per barelnya. Melalui proses identifikasi dan kuantitikasi yang memadai di dalam sebuah proyek PLTU, maka potensi kerugian yang muncul akan dapat dihindari guna tetap mempertahankan konsistensi PLN dalam penyediaan listrik negara.Penelitian ini bertujuan untuk mengetahui faktor-faktor resiko apa saja yang menyebabkan penyimpangan biaya pada pembangunan sebuah unit pembangkit listrik tenaga uap. Untuk mencapai tujuan tersebut maka dilakuka.n Studi kasus pada Unit Bisnis Pembangkit (UBP) Tanjung Priok.Hasil penelitian yang ada menunjukkan bahwa faktor resiko non teknis menduduki peringkat teratas dari 10 resiko tersignifikan dalam pembangunan sebuah PLTU. Indikasi lain menunjukkan bahwa faktor resiko teknis merupakan faktor yang sangat sering ditemui di dunia konstruksi, namun faktor resiko non teknis sendiri merupakan elemen yang cukup panting karena memiliki tingkat signifikansi yang cukup besar dalam penelitian kali ini.

Electricity is one of the important things in a public sector. The increase in economic will be followed by the increase in consumption of electricity. The fact shows us that most of projects are supported by financial loan from many big countries. The loans are soft loan and will be paid in a long temr period. The consistent in production of electricity is really needed to support the economic development rate in the country like Indonesia. Electricity sector is a one type of sector that really depending on macro economic condition. These are like the exchange rate and the price of cmde oil. We know that 80% of operational cost in thermal power plant is fueling cost.

This thesis aims to know the significant factors in a thermal power plant project. In this thesis I use probability and impact rating matrix method to calculate the most common probability of risk that cause over budget in construction step. The thesis uses the Unit Bisnis Pembangkit Tanjung Priok as a case study.

The thesis end result shows that non technical risk factors are one of the significant factors in 10 ultimate risk factors in construction step of power plant project. The end result of this thesis informed us that technical risk factors is a very general risk factor in construction step, but non technical risk is also important because ofthe considerable in this thesis. A good identification of risk factors might be minimized the potentiality of cost over budget in construction process in thermal power plant project.
