Eskalasi biaya proyek mempunyai dampak yang cukup besar pada kinerja biaya proyek, maka semestinya perhitungan penyesuaian harga yang dilakukan dengan maksud untuk mengatasi eskalasi ini dapat memberikan nilai yang sesuai dengan eskalasi yang sebenarnya terjadi. Pada proyek Banjir Kanal Timur yang merupakan proyek milik pemerintah dan mendapat kebijakan tentang penyesuaian harga, kontraktor menggunakan cara perhitungan harga menurut kontrak proyek yang mengacu terhadap Keperes 80/2003 sebagai dasarnya. Namun dalam pelaksanaan proyek keluar surat edar No.4/SE/PA/2009 dari Departemen Pekerjaan Umum mengenai tata cara perhitungan penyesuaian harga.
Surat edaran No.4/SE/PA/2009 mengatur lebih detail tentang tata cara pengambilan indeks harga yang telah ada pada Kepres 80/2003, sehingga perbedaan perhitungan penyesuaian harga ini disebabkan oleh perbedaan cara pengambilan indeks harga. Penelitian bertujuan untuk mengetahui besar perbedaan nilai penyesuaian harga sebelum dan sesudah keluarnya surat edaran serta kelompok indeks harga yang paling berpengaruh menyebabkan perbedaan. Tujuan pertama dicapai dengan analisa arsip dan tujuan kedua dengan survei.
Hasil penelitian menunjukkan nilai penyesuaian harga sesudah keluarnya surat edaran untuk ketiga paket proyek adalah lebih rendah dengan prosentase >20% dari pada sebelum keluarnya surat edaran dan tiga faktor yang paling berpengaruh adalah indeks harga ready mix, indeks harga sektor industri barang mineral bukan logam, dan indeks harga jenis konstruksi pekerjaan umum di bidang pertanian.

The Circular Letter No.4/SE/MR./2009 arrange more detail about procedures of price index intake that has been on Kepres 80/2003, until this difference of price adjustment calculation is caused by difference of price index intake way. The research intends to know how big the difference of the price adjustment amount before and after the release of the circulars letter is and which the group of index price that is hardest affected to make the difference is. The first purpose was reached by archives analysis and the second purpose was reached by doing a survey. The result shows that for the three parts of the project the amount of price adjustment after the release of the letter is >20% lower than before respectively and the three dominant factors are the price index of ready mix, the price index of nonmetal mineral goods industrial sector, and the price index of general work construction in agriculture sector.
