Textile and Textile Product (TTP) is the largest foreign exchange producer at non oil and gas sector, this industry also majority labor absorbency than other industry. But imported textile, legal?s one and also illegal has disabled local textile industry, since 2004 registered a lot of bankrupt textile company and workers that were dismissed because they can?t compete with imported products. Consumer prefer to buy imported product because it is cheap in price and good in quality. Several cause why local textile is expensive: old textile?s machine, high labor wage, expensive fuel and electricity. Government has issued several policy to manage TTP import, but it still can?t push down the input of import TTP. This thesis wants to see if the Competition Law and other regulation was successful to guarantee fair trade among trader and able to protect local TTP industry from imported goods.
Tekstil dan Produk Tekstil (TPT) adalah komoditas penghasi devisa terbesar di sektor non-migas, industri ini juga penyerap tenaga kerja terbanyak dibandingkan industri lain. Namun serbuan tekstil impor akhir-akhir ini baik yang legal maupun ilegal telah melumpuhkan industri tekstil lokal, sejak tahun 2004 tercatat banyak perusahaan tutup dan karyawan yang di PHK. Banyak konsumen yang memilih untuk membeli TPT impor karena memiliki harga yang lebih murah dan kualitas yang baik. Beberapa penyebab mahalnya tekstil lokal: mesin tua, upah buruh yang tinggi, mahalnya BBM dan TDL. Pemerintah sudah mengeluarkan beberapa kebijakan untuk mengatur impor TPT namun masih belum mampu menekan masuknya TPT impor ilegal. Tesis ini ingin melihatapakah Undang-Undang Persaingan Usaha dan peraturan terkait lainnya telah berhasil menjamin persaingan usaha yang adil antar pelaku usaha dan mampu melindungi industri TPT lokal dari serbuan barang ini.
