Program Rintisan Kategori Mandiri/Sekolah Standar Nasional (SKM/SSN) SMA Penelitian ini membahas tentang Implementasi Program Rintisan Sekolah kategori Mandiri/Sekolah Standar Nasional (SKM/SSN) SMA di Kota Bogor. Program rintisan tersebut pada dasarnya adalah program terpadu yang mengkaitkan antara kebijakan (BSNP), pelaksana kebijakan (sekolah sasaran rintisan), pendampingan dan pengembangan konsep implementasi (Dit. Pembinaan SMA), dukungan dan pembinaan dari Dinas Pendidikan Provinsi dan Kabupaten/Kota, serta supervisi dan evaluasi (Dit. Pembinaan SMA, Dinas Pendidikan Provinsi dan Kabupaten/Kota). Program ini merupakan implementasi dari Peraturan Pemerintah No. 19 tahun 2005.
Tujuan dari penelitian ini melihat bagaimana Program Rintisan SKM/SSN SMA diimplementasikan di Kota Bogor, dilihat dari pencapaian delapan standar nasional pendidikan yaitu standar isi, standar kompetensi lulusan, standar proses, standar pendidik dan tenaga kependidikan, standar sarana dan prasarana, standar pengelolaan, standar pembiayaan, dan standar penilaian pendidikan.
Penelitian menggunakan pendekatan postivisme dengan metode kualitatif. Penelitian ini mengambil lokasi di SMAN 5 Bogor, SMAN 6 Bogor, SMAN 7 Bogor, dan SMA YPHB Bogor.
Penelitian ini menemukan bahwa delapan standar nasional pendidikan belum dapat sepenuhnya dilaksanakan oleh SMA Rintisan dikarenakan adanya hambatan berupa komunikasi, sikap, sumber daya, dan birokrasi.
Pioneer Program of Independent Category School/ National Standard School (SKM/SSN) of High School.
This research is studying about the implementation of Pioneer Program of Independent Category School/ National Standard School in Bogor City. The pioneer program is basically an integrated program which connects between policy (BSNP), policy implementer (pioneer school targeted), assistance and development of implementation concept (Directorate of Secondary Education Development), support and establishment from Province and Regency/City Education Office, and supervision and evaluation (Directorate of Secondary Education Development, Province and Regency/City Education Office). This program is an implementation of Government Regulation No. 19 Year 2005.
The purpose of this research is to see how the Pioneer Program of SKM/SSN of High School is implemented in Bogor City, regarding to eight national education standards achievement, i.e.: contents standard, graduate competence standard, process standard, educator and education staff standard, instrument and infrastructure standard, management standard, funding standard, and education assessment standard.
This research uses positivism approach with qualitative method. The research took place at SMAN 5 Bogor, SMAN 6 Bogor, SMAN 7 Bogor, dan SMA YPHB Bogor.
The research found out that the eight national education standards have not been completely implemented by the Pioneer High School because of hindrances in communication, attitude, resources, and bureaucracy.
