Tesis ini membahas mengenai Pengaruh Pengawasan dan Pembinaan Notaris terhadap Pelanggaran yang sering terjadi di DKI Jakarta. Sesuai Undang-undang Nomor 30 tahun 2004 tentang Jabatan Notaris Bab I pada Ketentuan Umum, pasal 1 poin 6 disebutkan bahwa Majelis Pengawas adalah suatu badan yang mempunyai kewenangan dan kewajiban untuk melaksanakan pembinaan dan pengawasan terhadap notaris. Di dalam tesis ini penulis melakukan penelitian di 5 (lima) wilayah Kotamadya Majelis Pengawas Daerah Notaris di DKI Jakarta yaitu dengan mendata kasus-kasus berdasarkan laporan Polisi dan pengaduan masyarakat yang diterima Majelis Pengawas Daerah Notaris yang berkaitan dengan akta Notaris. Kasus tersebut meliputi seluruh jenis pelanggaran yang dinyatakan di dalam surat panggilan Kepolisian dan pengaduan masyarakat. Selanjutnya penulis menganalisa pengaruh pengawasan dan pembinaan oleh Majelis Pengawas Notaris terhadap jumlah pelanggaran yang terjadi di DKI Jakarta. Sehubungan dengan jumlah pelanggaran, penulis melakukan analisa terhadap variabel jenis-jenis pelanggaran, variabel wilayah terjadinya pelanggaran dan variabel tahun terjadinya pelanggaran.Metode penulisan yang dipakai adalah metode Yuridis Empiris, Data diperoleh dari penelitian kepustakaan (library research) dan melakukan penelitian lapangan (field research) dengan mengumpulkan seluruh data mengenai laporan polisi dan pengaduan masyarakat yang ada di Majelis Pengawas Daerah Notaris. Tehnik analisis data yang digunakan adalah metode Kuantitatif yaitu objek penelitian dipecah ke dalam unsur-unsur tertentu yang dapat dikuantifikasi dan membuat tabulasi sederhana, tabulasi frekuensi . Di dalam bagian kesimpulan Penulis membahas beberapa hal yang perlu dilakukan oleh Majelis Pengawas Notaris di dalam menjalankan tugas pengawasan dan pembinaan terhadap notaris. Selanjutnya disebutkan juga kendala yang dihadapi oleh Majelis Pengawas Notaris di dalam menjalankan tugasnya. Di bagian akhir disimpulkan hasil penelitian lapangan berkaitan dengan jenis-jenis pelanggaran yang terjadi di 5 (lima ) wilayah Kotamadya Majelis Pengawas Notaris di DKI Jakarta dari tahun 2006 sampai dengan 2010.

This thesis discusses the influence of Control and Guidance Notary against violations that often occur in Jakarta. As per Act No. 30 of 2004 concerning Notary Chapter I on General Provisions, Article 1 point 6 stated that the Council of Trustees is a body that has the authority and obligation to implement the guidance and supervision of the notary. Within this thesis the authors conducted a study in 5 (five) the Supervisory Council of the Regional Municipality of Notary in Jakarta, namely, listing the cases based on police reports and public complaints received by the Regional Council of Trustees relating to the Notary Deed. The case covers all types of offenses set forth in the letter calling the police and public complaints. Furthermore, the authors analyze the influence of supervision and guidance by the Supervisory Council of Notaries of the number of violations that occurred in Jakarta. Relative to the number of violations, the authors analyze the variable types of violations, violations of the variable region and a variable in the violation. Writing method used is the method of Empirical Legal, Data obtained from the research literature (library research) and conduct field research (field research) to collect all data on police reports and public complaints in the Supervisory Council of the Regional Public Notary. Data analysis techniques used were the object of research Quantitative methods are broken down into specific elements that can be quantified and make a simple tabulation, tabulation of frequencies. At the conclusion of the author discusses some of the things that need to be done by Notary Public Oversight Board in carrying out the task of supervision and guidance of the notary. Furthermore, also mentioned the constraints faced by the Supervisory Council of Notaries in conducting their duties. At the end of the inferred results of field research related to the types of violations that occurred in 5 (five) Municipality territory Supervisory Board Notary in Jakarta from 2006 to 2010.
