Pemenuhan kebutuhan dasar manusia, khususnya rumah merupakan suatu kebutuhan yang tidak dapat ditunda-tunda dan harus dipenuhi, hal ini memiliki pengaruh besar terhadap kinerja personel TNI. Permasalahan timbul akibat pemenuhan kebutuhan perumahan yang mengalami beberapa faktor kendala antara lain faktor lahan dan anggaran yang masih belum mengakomodir kebutuhan perumahan bagi personel TNI. Oleh karena itu dengan kebijakan perumahan negara yang dikeluarkan pemerintah diharapkan kebutuhan akan rumah bagi personel TNI dapat terpenuhi dalam rangka mendukung kinerja dan tugas pokok TNI sebagai komponen utama pertahanan. Dihadapkan dengan kondisi ketahanan nasional maka kinerja personel TNI perlu mendapat perhatian dalam mengantisipasi kondisi dinamis domestik maupun internasional. Berdasarkan keadaan tersebut maka pemenuhan kebutuhan perumahan dan kebijakan perumahan negara merupakan faktor penting dalam mendukung kinerja personel TNI dalam melaksanakan fungsinya. Hasil penelitian menemukan pertama, terdapat pengaruh yang positif dan signifikan antara pengaruh pemenuhan kebutuhan perumahan terhadap kadar kinerja personel TNI yang artinya semakin baik pengaruh pemenuhan kebutuhan perumahan maka akibatnya akan semakin besar kadar terhadap kinerja personel TNI dan sebaliknya semakin tidak baik pengaruh pemenuhan kebutuhan perumahan maka akibatnya akan semakin kecil pula kadar kadar terhadap kinerja personel TNI Karena koefisien determinasi korelasi (r2) = 0.586 maka terdapat 58,6% kadar kinerja Personel TNI disebabkan oleh pengaruh pemenuhan kebutuhan perumahan di Puspomad Jakarta. Kedua, terdapat pengaruh yang positif dan signifikan antara pengaruh kebijakan perumahan negara terhadap kinerja personel TNI. Karena koefisien determinasi korelasinya (r2) = 0,5169 maka terdapat 51,69 % kadar kinerja Personel TNI disebabkan oleh pengaruh kebijakan perumahan negara di Puspomad Jakarta Ketiga, terdapat pengaruh yang positif dan signifikan antara pengaruh pemenuhan kebutuhan perumahan dan kebijakan perumahan negara karena koefisien determinasi korelasinya (r2) = 0,5882 maka terdapat 58,82 % kadar kinerja Personel TNI disebabkan oleh pengaruh pemenuhan kebutuhan perumahan dan kebijakan perumahan negara di Puspomad Jakarta.
