This article is focused on responsibility of kepala desa (head of village) regarding administrative omissions through initial land registration. Head of village roles in :his procedure is by issued clearance letter as complementary documents. Under Indonesian land registration if that clearance letter is issued in unlawfully manner so then will affect on illegitimated of land certificates. The author has nor found any land registration norms which govern on the head of village liability for this case, even though iris classified as criminal conduct under Indonesian Penal Code (KUHP) on letter frauds. Practically, legal challenge by injured party under land registration system is enclosing annul to Land Office toward land certificate; or permanent court's decision by litigation filling.
