Penelitian Tesis ini bertujuan untuk Menentukan kinerja sektor-sektor dan sub sektor dalam perekonomian Kabupaten Kapuas sebelum dan sesudah pemekaran daerah serta pada tahun analisis 2000-2009 dalam lingkup Provinsi Kalimantan Tengah; Menentukan sektor basis di Kabupaten Kapuas sebelum dan sesudah pemekaran daerah dalam lingkup Provinsi Kalimantan Tengah; Membandingkan struktur perekonomian sebelum pemekaran daerah dengan struktur perekonomian sesudah pemekaran daerah dalam lingkup Provinsi Kalimantan Tengah sehingga dapat ditentukan sektor dan sub sektor yang mengalami transformasi sektoral; Menentukan kinerja sektor-sektor dan sub sektor dalam perekonomian Kabupaten Kapuas pada tahun analisis 2002-2009 dalam lingkup Kawasan Kapuas dan Sekitarnya; Menentukan sektor basis di Kabupaten Kapuas dalam lingkup Kawasan Kapuas dan Sekitarnya. Data yang dipakai untuk penelitian ini adalah PDRB Kabupaten Kapuas dan PDRB Provinsi Kalimantan Tengah tahun 2000-2009, serta PDRB Kabupaten Gunung Mas, PDRB Kabupaten Pulang Pisau, PDRB Kabupaten Barito Selatan dan PDRB Kabupaten Barito Kuala tahun 2002-2009. Metodologi penelitian yang dipergunakan adalah : 1). Analisis Shift Share; 2). Analisis Location Quotient (LQ); 3) Analisis Prioritas Pembangunan.
Dari hasil analisis diketahui Sektor yang pertumbuhannya lebih cepat dibandingkan dengan pertumbuhan sektor yang sama pada Provinsi Kalimantan Tengah rata-rata, sebelum pemekaran daerah terdiri atas : sub sektor Telekomunikasi, sedangkan sesudah pemekaran daerah, terdiri atas : sub sektor Peternakan dan Hasilnya; Sektor Perdagangan, Hotel & Restoran; Sub Sektor Perdagangan Besar dan Eceran; dan Sub Sektor Jasa Penunjang Angkutan. Pada tahun analisis 2000-2009 terdiri dari : sub sektor Peternakan, serta sub sektor Perdagangan Besar dan Eceran. Sektor dan sub sektor yang mengalami transformasi sektoral sebelum dan sesudah pemekaran daerah di Kabupaten Kapuas dalam lingkup Provinsi Kalimantan Tengah terdiri dari : Sektor Pertanian; sub sektor perikanan; sub sektor tanaman perkebunan; sub sektor kehutanan; Sektor Bangunan; Sektor Keuangan, Persewaan dan Jasa Perusahaan; Sektor Pengangkutan dan Komunikasi; Sektor Listrik, Gas dan Air Bersih; serta Sektor Pertambangan dan Penggalian. Sektor-sektor yang pertumbuhannya di atas rata-rata dan surplus di Kabupaten Kapuas serta mampu mengakomodir kebutuhan daerah-daerah lainnya di wilayah regional Kalimantan Tengah terdiri dari : Sektor Pertanian; sub sektor tanaman pangan, sub sektor peternakan dan sub sektor tanaman perkebunan, dan Sektor Bangunan. Sektor - sektor yang pertumbuhannya di atas rata-rata dan surplus di Kabupaten Kapuas serta mampu mengakomodir kebutuhan daerah-daerah lainnya di Kawasan Kapuas dan Sekitarnya terdiri dari : Sektor Pertanian; sub sektor tanaman pangan, sub sektor peternakan dan sub sektor tanaman perkebunan, serta Sektor Keuangan, Persewaan dan Jasa Perusahaan.
Thesis research aims to Determine the performance of sectors and sub sectors in Kapuas Regency economic before and after regional expansion as well as in year 2000-2009 within the analysis scope of Central Kalimantan Province; Determining base in Kapuas Regency sector before and after regional expansion in the scope of Central Kalimantan Province; Comparing the economic structure before regional expansion with the economic structure after regional expansion in the scope of Central Kalimantan Province so can be determined the sectors and sub sectors that have sectoral transformation; Determining the performance of the sectors and sub sectors in Kapuas Regency economic year 2002-2009 in the analysis scope of Kapuas and Surrounding Areas; Specifies a base sector in Kapuas Regency economic within the scope of Kapuas and Surrounding Areas. The data used for this study was GDRP of Kapuas Regency and GDRP of Central Kalimantan Province in 2000-2009, also GDRP of Gunung Mas Regency, GDRP of Pulang Pisau Regency, GDRP of Barito Selatan Regency and GDRP of Barito Kuala year 2002-2009. Research methodologies used are: 1). Shift Share Analysis, 2). Location Quotient (LQ) Analysis; 3) Development Priorities Analysis.
From the analysis result is known that, the sectors that grew more rapid than the growth of same sector in Central Kalimantan Province on average, before the regional expansion consists of : Telecommunications sub-sector, while after the regional expansion, consists of : Farms and the results sub-sector; Trade, Hotel & Restaurant sector; Wholesale and Retail sub-sector, and Transportation Support Services sub-sector. In year 2000-2009 analysis consists of : Livestock sub-sector and Wholesale and Retail sub-sector. Sectors and sub sectors that have sectoral transformation before and after regional expansion in Kapuas Regency in the scope of Central Kalimantan Province consists of : Agricultural Sector; Fisheries sub-sector; Plantation Crops sub-sector; Forestry sub-sector; Construction Sector; Finance, Leasing and Business Services Sector; Transport and Communication Sector; Electricity, Gas and Water Supply Sector; also Mining and Quarrying Sector. Sectors whose growth is above average and surplus in Kapuas Regency and also able to accommodate the needs of other areas in the scope of Central Kalimantan region consists of : Agricultural Sector; Food Crops sub-sectors, Livestock sub-sector and Plantation Crops sub-sectors, and also Building Sector. Sectors whose growth is above average and surplus in Kapuas Regency and able to accommodate the needs of other regions in the scope of Kapuas Regency and Surrounding Areas consist of : Agricultural Sector; Food Crops sub-sectors, Livestock sub-sector and Plantation Crops sub-sector, also Finance, Leasing and Business Services Sector.
