Tesis ini bertujuan untuk meneliti permasalahan utama yang tengah mengganggu kinerja organisasi pada Kantor Balai Besar Kesehatan XYZ. Masalah utama yang ditemukan kemudian dijadikan dasar untuk mencari solusi yang tepat terhadap masalah tersebut. Penelitian ini berjenis studi kasus dengan desain deskriptif. Data penelitian dikumpulkan melalui survei analisis situasi organisasi terhadap seluruh pegawai BBPK XYZ. Hasil penelitian menunjukkan bahwa rendahnya trust adalah masalah utama penyebab menurunnya performace di BBPK XYZ. Peneliti menyarankan program leadership development yang bernama Metal Training dapat dijadikan solusi untuk meningkatkan trust di BBPK XYZ.

This thesis was conducted to find core problem which has decreased the organization performance in Balai Besar Pelatihan Kesehatan XYZ. The core problem which is found then will be used to build the solution. This research is a study case. The data were collected through organization situation's analisys survey to the workers of BBPK XYZ. The result showed that the core problem which has decreased organization performance in BBPK XYZ was the low trust. The researcher suggests that in order to increase the low trust, BBPK XYZ can apply a leadership development program, namely Metal Training.
