 Abstract

Disertasi ini membahas biaya kompensasi kegiatan pertambangan di hutan lindung dalam rangka mencari biaya kompensasi optimal karena hilangngnya fungsi ekosistem. Penelitian ini merupakan penelitian kuantitatif dengan desain ekploratory dan pengembangan. Pemanfaatan hutan lindung untuk kegiatan pertambangan batubara membawa konsekuensi terhadap keberlanjutan fungsi ekosistem hutan lindung yang mempunyai fungsi pokok sebagai perlindungan sistem penyangga kehidupan. Diperlukan adanya biaya kompensasi yang mempertimbangkan aspek sosial, ekonomi, dan ekologi atas pemanfaatan kawasan hutan untuk kegiatan pertambangan.
Hasil penelitian ini menyarankan untuk diterapkannya biaya kompensasi terhadap perusahaan pertambangan batubara atas kerusakan ekosistem. Penggunaan biaya kompensasi, prioritas diberikan kepada masyarakat sekitar tambang dan pemulihan (restorasi) ekosistem.

This dissertation discusses the compensation cost for mining activity in protected forest for the purpose of seeking the optimal compensation cost due to the loss of the ecosystem function. It is a quantitative research with an exploratory and development design. The utilization of protected forest for coal mining activity will have a consequence on the continuity of its ecosystem function, whose primary function is to protect the life support system. Therefore, it is necessary to have a compensation cost scheme that takes into account the social, economy and ecological aspects of the utilization of protected forest for mining activity.
This research recommends that coal-mining company should be obliged to disburse some compensation cost for the damage they caused to the ecosystem. The community around the mines and the efforts for restoring the ecosystem shall be given the priority to receive the fund collected.
