Penelitian ini membahas bagaimana implementasi kebijakan dan aksesibilitas
penyelenggaraan layanan KRL berperan meningkatkan aksesibilitas komuter di
wilayah Jabodetabek. Penelitian bertujuan untuk mendeskripsikan bagaimana
konsep aksesibilitas diapresiasi dan diimplementasikan dalam kebijakan
penyelenggaraan KRL Jabodetabek.
Pendekatan penelitian adalah kualitatif dan bersifat deskriptif-analitis.
Pengumpulan data dilakukan melalui studi dokumen/studi literatur dan
wawancara mendalam.
Penelitian ini menemukan beberapa temuan. Pertama, kebijakan penyelenggaraan
KRL, baik UU No. 23 Tahun 2007 maupun kebijakan turunanya, sudah
mengapresiasi konsep aksesibilitas terutama untuk penyandang cacat. Kedua,
implementasi kebijakan dalam aspek aksesibilitas berdasarkan analisis model
kontinental menunjukkan adanya kesenjangan antara tuntutan UU No. 23 Tahun
2007 (yang mengamanahkan penyusunan 28 Peraturan Pemerintah) dengan
kenyataan bahwa baru dua yang telah dibuat. Sementara itu, berdasarkan analisis
akses dalam layanan publik, ditemukan tiga kebijakan layanan KRL yang
mengembangkan aksesibilitas komuter, yakni: kebijakan layanan skema
kewajiban layanan publik (PSO, public service obligation), kebijakan layanan
dengan konsep kesetaraan, dan kebijakan layanan dengan konsep responsif
penyandang cacat dan berkebutuhan khusus.
Abstract This research discusses how policies implementations and accessibilities of train
transportation services have a role in improving commuters accessibility in
Jabodetabek (Jakarta, Bogor, Depok, Tangerang, Bekasi) areas. It aims to describe
how the concept of accessibility is appreciated and implemented in Jabodetabek
train transportation policies.
Research approach is qualitative and descriptive-analytical in nature. Data
gathering is carried out through document/literature study and in-depth
interviews.
This research finds several findings. First, policies on train transportation services,
both UU (Law) N0. 23 Tahun (Year) 2007 and its derivatives, have appreciated
the concept of accessibility mainly for disabled people. Second, policies
implementations of accessibility aspect based on continental model analysis
shows that there is a gap between UU No. 23 Tahun 2007 (that mandates the
drafting of 28 Governmental Decrees) and the fact that there are only two that
have been completed. Meanwhile, based on access analysis in public services, it is
found that three policy of train transportation services have developed commuters
accessibility, namely: policy of services with PSO (public service obligation)
scheme, policy of services with equality concept, and policy of services with
disabled- and special need-responsive concept.
