Tesis ini membahas mengenai perlindungan atas Hak Kekayaan Intelektual bagi Peneliti di Lingkungan Kementerian Pekerjaan Umum. Penelitian dilakukan dengan metode yuridis normatif dengan melakukan telaahan terhadap peraturan perundang-undangan di bidang HKI, dan kebijkan yang mengatur mengenai Peneliti Pegawai Negeri Sipil, serta pengumpulan bahan sekunder. Hasil penelitian menyimpulkan dan menyarankan bahwa karena Peraturan Perundang-Undangan di Bidang HKI yang ada saat ini masih harus didukung dengan peraturan yang bersifat lebih teknis, kiranya segera disusun regulasi intern yang dapat secara langsung diimplementasikan di Lingkungan Kementerian Pekerjaan Umum. Serta perlu adanya harmonisasi penyusunan peraturan yang terkait dengan standar pemberian royalti bagi peneliti.

The Focus of this Study is the protection of Intellectual Property Rights for Researcher at the Ministry of Public Works. The research was conducted with a normative juridical method by doing research paper on the legislation in the field of IPR, and policies governing the Civil Service researcher, as well as the collection of secondary materials. The study concluded and recommended that since the Regulation Legislation in the Field of Intellectual Property Rights which is currently still must be supported with a regulations that are more technical, would be composed of internal regulation that can be directly implemented in Ministry of Public Works. And the need for harmonization of regulations related to the preparation of standard royalty provision for researchers.
