Volume sampah yang dihasilkan masyarakat Kota Depok sudah tidak sebanding lagi dengan kapasitas TPA Cipayung. diperkirakan TPA tersebut hanya dapat berfungsi hingga tahun 2012. Oleh karenanya, untuk mencegah hal tersebut terjadi, maka dibentuklah Unit Pengolahan Sampah (UPS) yang bertugas untuk mengolah sampah dari sumbernya. Namun, pembentukan UPS ini mengalami permasalah, yaitu penolakan dari masyarakat, masalah sosialisasi dari Pemerintah Kota Depok, serta dugaan penyelewengan dana pembangunan UPS. Tujuan penulisan skripsi ini adalah untuk mengetahui gambaran serta menganalisis kinerja UPS tersebut, khususnya UPS di Kecamatan Sukmajaya. Penelitian ini menggunakan pendekatan kuantitatif dengan teknik pengumpulan data secara kualitatif dan kuantitatif. Hasil dari penelitian ini menunjukkan bahwa kinerja UPS di Kecamatan Sukmajaya belum baik karena proses inovasi, proses operasional, dan proses pelayanan yang dilakukan oleh UPS belum maksimal. Selain itu, dari segi finansial an hasil dari UPS pun belum menunjukkan hasil yang baik, terutama dalam hal pengurangan volume sampah di TPA. Namun, dari segi kepemimpinan, mereka mampu menjalankan dengan baik karena pemimpin berasal langsung dari masyarakat.

The volume of waste produced by people in Depok Municipality has exceeded the capacity of Cipayung Landfill. It is projected that Cipayung Landfill will only last up to 2012. Therefore, to prevent this from happening, Waste Processing Unit is established to process the waste from its source. However, the creation of Waste Processing Unit poses challenges, namely public resentment, lack of socialization from the local government of Depok Municipality, and alleged corruption of development budget of the unit.

This thesis aims to analyze the performance of Waste Processing Unit in Sukmajaya Sub-District. This research uses quantitative approach with qualitative and quantitative data collecting method.

The findings indicated that Waste Processing Unit in Sukmajaya Sub-District does not function well since the innovation process, the operational process, and the service process in the unit has not been maximized. In addition, the budgeting and the result of the unit have not reach the targeted result, which is the reduction of the waste in the landfill. However, the findings show an excellent leadership performance in the unit since the leader is the representative of local people.
