Penelitian ini bertujuan untuk mendeskripsikan peranan pemerintah desa dalam memberdayakan industri kecil dan rumah tangga di Desa Tegalwaru, Kecamatan Ciampea, Kabupaten Bogor. Secara metodologis penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Teknik pengumpulan data menggunakan teknik wawancara, observasi, dan studi literatur. Penulis menemukan bahwa terdapat empat peran utama yang dapat dilakukan oleh pemerintah desa yaitu memfasilitasi akses pinjaman modal ke lembaga perbankan bagi para pelaku usaha IKRT, memfasilitasi pembinaan manajemen usaha IKRT khususnya dari aspek manajemen keuangan, memasarkan hasil usaha IKRT, memfasilitasi pembentukan koperasi. Namun dari keempat hal tersebut, baru dua hal yang telah dilakukan yaitu memfasilitasi manajemen usaha khususnya manajemen keuangan dan pembentukan koperasi. Sedangkan dalam memfasilitasi akses pinjaman modal dan memasarakan ataupun memperluas jaringan usaha terhadap hasil produk-produk IKRT masih minim. Berdasarkan hasil analisis data tersebut diperoleh kesimpulan bahwa peran Pemerintah Desa Tegalwaru dalam pemberdayaan IKRT belum optimal.

The purpose of this research is to describe the rural government role in empowering small industry and home industry (IKRT) in the village of Tegalwaru, Ciampea subdistrict, Bogor district, West Java. Methodologically this study is a qualitative descriptive research. Interviews, observation and literatures have been used for the data collection of this research. Observation and interview data is collected by the researcher in the form of field notes and audio-taped interviews, which are later transcribed for use in data analysis. The author found that there are four major roles that could be done by the rural government. First, facilitating access to get a bank loan for the owner of IKRT business, second, facilitating the business management development especially financial management, third, endorsing & extending the IKRT market commodity, fourth, facilitating the establishment of union. Nevertheless, there are some shortcomings roles that the rural government hasn?t done. It could be seen in the lack of rural government role in facilitating access to get a bank loan for IKRT business and endorsing the IKRT market commodity. Based on the analyses conducted in chapter 5, the conclusion is that the role of rural government in empowering small industry and home industry is not optimal yet.
