The hold fair and free general election requires the protection for voters, for the parties participating in the election, and for the public in general from all fears, intimidations, bribery, and other malpractices. If the election is won through malpractices, then it will be difficult to tell if the leaders or the legislators are true representatives of the people. This article comprehensively explores the issues around criminal conducts on the election process particularly in Indonesia so as to provide a reference to those who participate in the 2004 General Election in a more democratic manner.
