Penelitian ini merupakan penelitian kuantitatif evaluatif. Fokus penelitian ini adalah untuk melihat efektifikatas pemberian bantuan terhadap pemenuhan hak dasar anak jalanan dengan mengevaluasi capaian program. Evaluasi yang digunakan adalah evaluasi Sumatif, dimana capaian-capaian yang telah dicapai selama berjalannya program di sesuaikan dengan indikator-indikator capaian program. Populasi yang di pilih adalah penerima manfaat PKS-Anjal di Yayasan Uswatun Hasanah pada term 2010/2011 dengan sampel sebanyak 48 responden. Dari empat dimensi capaian, yang berhasil diberikan dalam memenuhi hak dasar anak jalanan adalah dimensi peningkatan potensi diri dan kreativitas anak dan aksesibilitas pelayanan sosial dasar.

This research is to evaluate quantitatively the effects of a social welfare program. It focuses on the effectiveness of services delivery upon the fulfillment of the rights of street children by evaluating the achievement of the program. Evaluation focuses on the resulted from the achievements during the implementation of the program which referred to its expected result indicators. The population of the research is final beneficiaries of "Social Welfare Program for Street Children" at Yayasan Uswatun Hasanah period 2010/2011 involving 48 respondents. There are four expected result indicators. Two out of four dimension, the basic social service access and increase of child self-potency and creativity, have been successfully delivered while the two others have not been accommodated optimally.
