ABSTRAK
Tesis ini membahas mengenai Batam dengan segala kelebihan yang dimilikinya membawa keuntungan yang sangat besar bagi wilayah tersebut, terutama dalam hal perdagangan.Dalam hal ini perdagangan yang dimaksud adalah perdagangan yang bertaraf internasional, dimana terjadi kegiatan ekspor dan impor. Letak Pulau Batam yang strategis, dekat dengan Singapura, memiliki daya tarik terhadap investor asing maupun dalam negeri untuk menanamkan modalnya di wilayah tersebut. Batam yang selama ini telah mengalami banyak perubahan status, kini telah memiliki kepastian hukum yang sudah ditetapkan oleh pemerintah, namun masih saja terbentur dengan adanya hambatan-hambatan, baik yang berasal dari pemerintah itu sendiri, maupun dari masyarakat yang berkedudukan sebagai investor di wilayah Batam.

ABSTRACT
The focus of this study is Batam, with the generous strength it has, has been offering many advantages to its own land, particularly, in the trade session. Not only local trade, but also international. Evidently, Batam has been exporting and importing many products to many countries in the different continent in the world. Its strategic location, which is very near to Singapore, making Batam has its own unique factor. Many investors from all over the globe have admitted that Batam’s strategic location – that is in the heart of Asia’s business district – is one of the reason that stimulate their believe to build a business there. Although it is popular in investors’ fears that Batam is very usual to change its own law status, but now, it is surely and officially got its own law. But, without any doubt, the law is still got some hindrances. It has been said that the hindrances are coming from the Indonesian government – whom Batam is being ruled by –and are also coming from the investors.
