ABSTRAK
Penelitian ini berjudul Konflik Wilayah Tapal Batas antar Kabupaten di Provinsi Bengkulu (studi Kasus Kabupaten Rejang Lebong – Kabupaten Kepahiang). Permasalahan yang diangkat dalam penelitian ini meliputi: (1) faktor penyebab terjadinya konflik wilayah tapal batas antara kabupaten Rejang Lebong dengan Kabupaten Kepahiang, (2) dampak-dampak yang ditimbulkan dari terjadinya konflik tersebut terhadap ketahanan nasional. Adapun yang menjadi tujuan penelitian ini adalah untuk mengetahui dan menganalisis faktor-faktor penyebab konflik wilayah tapal batas antara kabupaten Rejang lebong dengan kabupaten Kepahiang, dampak-dampak yang ditimbulkan dari terjadinya konflik tersebut terhadap ketahanan nasional. Penelitian ini dilakukan dengan menggunakan metode penelitian kualitatif dengan sifat penelitian deskriptif analitik. Sejak implementasi otonomi daerah yang luas, nyata dan bertanggung jawab, batas antar daerah menjadi hal yang sangat penting dan menjadi perhatian daerah. Arti penting batas daerah berkaitan dengan batas kewenangan daerah yang kemudian berimplikasi pada kewenangan pengelolaan sumber-sumber daya di daerah. Konflik antar daerah di Indonesia sering terjadi berkaitan dengan penetapan batas antar daerah. Faktor penyebabnya berdimensi banyak serta saling berkaitan faktor yang satu dengan yang lainnya. Faktor tersebut meliputi: faktor-faktor yang bersifat struktural, Faktor perebutan sumber daya dan potensi daerah, Faktor kepentingan terhadap eksistensi Teritorial daerah, dan Faktor Kepentingan Elit Politik dan Antagoisme Kekuasaan. Konflik yang terjadi menyebabkan belum terwujudnya batas yang jelas dan pasti antara kedua daerah tersebut baik secara administatif maupun fisik, yang selanjutnya berakibat pada timbulnya dampak konflik terhadap ketahanan nasional yang melebar ke aspek-aspek lain yaitu politik, ekonomi, sosial budaya dan pertahanan keamanan. Rekomendasi untuk penyelesaian konflik yaitu dilakukan melalui konsiliasi dengan mediasi oleh tingkat pemerintah lebih atas (Gubernur dan jika perlu Menteri Dalam Negeri) dengan didahului pihak berkonflik mengupayakan de-eskalasi konflik, dan terakhir didukung upaya elit politik yang dilandasi semangat persatuan dan kesatuan dalam kerangka NKRI.

ABSTRACT
The study titled is Conflict between District Boundary Region in the Bengkulu province (Case study Rejang Lebong District – Kepahiang District). Issues raised in the study include: (1) the causes of conflict between Rejang Lebong District and Kepahiang District, (2) adverse impact of the conflict on national security. Objectives of this study were to identify and analyze the factors that cause conflict zone boundary between Rejang Lebong District and Kepahiang District, and the adverse impact of the conflict on national security. The research was conducted using qualitative research methods with descriptive analytic study with emphasis on the analysis of field survey data. Since the implementation of regional autonomy vast, realistic and responsible, the boundary between regions become a very important area of concern. The significance associated with the boundary border regional authority which then has implications for the authority to manage the resources in the area. Conflict between regions in Indonesia often associated with the determination of the boundaries between regions. Dimensionless factor many interrelated factors as well as with each other. These factors include: that are structural, factors scramble for resources and potential of the region, factors of interest to the local Territorial existence and importance Factor Elite Politics and Power Antagoisme. The conflict cause the realization has not clear and definite boundaries between the two regions both administatif and physically, which in turn resulted in the emergence of impacts of the conflict on the national defense extends to other aspects of the political, economic, social, cultural and defense. Recommendations for the settlement of the conflict through mediation by conciliation with the upper levels of government (governor and if necessary, the Minister of Home Affairs) preceded the conflict to seek de-escalation of the conflict, and the recent efforts of political elites who supported the spirit of unity within the framework of the Republic of Indonesia.
