Sebagai salah satu upaya untuk mengurangi lahan kritis didalam kawasan hutan sekaligus meningkatkan pelibatan masyarakat sekitar kawasan hutan dalam pengelolaan hutan Negara. Maka pada tahun 2007 pemerintah khususnya Kementerian Kehutanan mencanangkan kebijakan Hutan Tanaman Rakyat (HTR) yaitu pengelolaan hutan berbasis masyarakat dengan membuka akses yang lebih besar kepada masyarakat sekitar hutan untuk membangun dan memanfaatkan areal hutan produksi dengan pemberian Izin Usaha Pemanfaatan Hasil Hutan-Hutan Tanaman Rakyat (IUPHHK-HTR).Implementasi Program HTR di Kabupaten Bangka Barat baru dimulai pada tahun 2010 dengan luas areal pencadangan HTR yang telah disetujui oleh Kementerian Kehutanan seluas 4.570 Hektar, sampai dengan sekarang masih dalam tahap perencanaan.Penelitian ini membahas tentang tingkat partisipasi masyarakat dalam tahapan perencanaan program HTR dan Faktor-faktor apa saja yang berhubungan dengan keputusan masyarakat mengikuti program HTR. Indikator variabel yang diduga berhubungan dengan keputusan masyarakat mengikuti program HTR dianalisis dengan analisis faktor untuk mengetahui beberapa faktor yang dominan.Penelitian diadakan di Desa Air Bello, Desa Air Menduyung dan Desa Ketap. Faktor peran penyuluh dan pendamping, faktor kesejahteraan, faktor keamanan dan faktor proses perijinan, yang berhubungan dengan keputusan responden mengikuti program HTR. Tingkat partisipasi responden dalam pembentukan dan pertemuan kelompok tani di Desa Air Bello termasuk kedalam tingkat tinggi 40,6%. Tingkat partisipasi responden dalam penyusunan RKU/RKT di ketiga desa penelitian 64.7% berada pada tingkat sedang, tapi masih terlihat tingkat partisipasi rendah 24.1% berada di Desa Air Menduyung. Tingkat Partisipasi dalam penyuluhan sosialisasi HTR 33.4% masuk kedalam tingkat tinggi yaitu terdapat di desa Air Bello.Penguatan kelompok tani yang telah terbentuk harus terus ditingkatkan untuk memudahkan koordinasi, pemantapan eksistensi dan kualitas kelembagaan guna menyukseskan program HTR. Jumlah pendamping agar ditambah karena petani sangat membutuhkan pendampingan dalam hal penyusunan RKU/RKT program HTR serta untuk membantu pengelolaan administrasi. Hubungan HTR dengan ketahanan daerah menciptakan rasa aman bagi masyarakat dalam pengelolaan kawasan hutan dan sebagai sumber mata pencaharian masyarakat yang berada di sekitar kawasan hutan, sehingga program HTR diharapkan akan meningkatkan kontribusi sektor kehutanan terhadap pertumbuhan ekonomi daerah Kabupaten Bangka Barat.
