Tesis ini dilatarbelakangi oleh banyaknya penggunaan obat non DPHO dan tingginya beban cost sharing obat pada pasien ASKES di rawat inap gedung A RSCM. Tujuan penelitian ini adalah mengetahui faktor-faktor yang berhubungan dengan peresepan obat non DPHO yang terdiri dari faktor Dokter Penanggung Jawab Pasien (pendidikan, spesialisasi), faktor pasien (umur, jenis kelamin), faktor kelas ruang rawat terhadap rerata biaya obat non DPHO. Penelitian ini merupakan penelitian analitik dengan menggunakan desain cross sectional. Hasil penelitian menunjukkan rerata biaya obat non DPHO per pasien adalah Rp 1.511.626 atau 55,3% dari total biaya obat. Pendidikan dan spesialisasi DPJP, umur dan jenis kelamin pasien, serta kelas ruang rawat berhubungan dengan rerata biaya obat non DPHO. Rerata biaya obat non DPHO Konsultan lebih tinggi daripada Spesialis, rerata biaya obat non DPHO paling tinggi pada spesialisasi Syaraf dan paling rendah pada Gigi Mulut, rerata biaya obat non DPHO tertinggi pada pasien kelompok umur tua dan paling rendah pada anak, rerata biaya obat non DPHO pasien laki-laki lebih tinggi daripada perempuan,dan rerata biaya obat non DPHO paling tinggi pada kelas VIP (4 bed) dan VVIP, paling rendah pada kelas 2 dan 3.

This study is triggered by the heavy use of drugs of non-DPHO and the high burden of drug cost sharing for ASKES? patients hospitalized in Gedung A RSCM. The purpose of the study was to determine the factors associated with the prescriptions of non-DPHO comprising factors of Responsible Patient Physician (i.e. education, specialization), patient factors (i.e. age, gender), the room class factor toward the average cost of non-DPHO drugs. This study is an analytical one using cross-sectional design.

The results showed that the average drug cost per patient non DPHO is Rp. 1,511,626 or 55.3% of total drug costs. Education and specialization of DPJP, age and sex of the patient, as well as room class have relationship toward non-DPHO average drug costs. The average of cost of medication non DPHO from Consultant is higher than that of drugs prescribed by Specialist. The highest cost for non-DPHO is neural specialization while Dental Mouth is the lowest. Furthermore, the average cost of non DPHO in older age groups are the highest whilst children are the lowest. Finally, male patients are higher than the female, as well as VIP class (4 beds) and VVIP are the highest and the class 2 and 3 are the lowest.
