Penelitian ini berfokus pada proses Transformasi Organisasi UPT Lab Uji Narkoba BNN. Penelitian ini termasuk penelitian kualitatif dengan desain deskrlptif. Model operasional penelitian mengana1isis proses transformasi organisasi UPT Lab Uji Narkoba BNN melalui 4 tahapan (4 R), yaitu: Reframing, Restructuring, Revitalization dan Renewal. lnforrnan penelitian inl terdiri dari Sekretaris Utama, Kepala Biro PerencanaanKepala Bagian Perencanaan Administrasi Kepegawaian, Direktur Hukum, Kepala Bidang Kelembagaan Menpan, Kepala UPT Lab, Kepala Seksi Pengujian Kimia dan Fisika, serta Penyidik Narkoba.
Dari analisis dapat disimpulkan bahwa: UPT Lao Uji Narkoba parlu melakukan pengembangan dalam bentuk transformasi organisasi menjadi Pusat Laboratorium. Adapun yang mendasari hal tersebut adalah perkembangan organisasi BNN yang telah m njadi UPT Lab Uji Narkoba yang belum mendukung kinelja BNN, sehingga kineljanya belum optimal. Proses tmnsformasi organisasi dapat dilakukan melalui 4 tahapan (4 R}, yaitu: Reframing, Restructuring, Revitalization dan Renewal. Sedangkan dalam pelaksanaannya perlu adanya koordinasi dengan instansi terkait, yaitu Menpan.
Hasil penelitian menyarankan bahwa dalam proses transformasi ini yang terpenting adalah restructurisasi, dimana daiam organisasi harus membentuk rumalmya dulu kemudian dilengkapi dengan sumber daya manusianya. Sumber daya manusia yang kompeten merupakan konci kebnrhasilan dalam organisasi. Selain itu, untuk tercapainya perubahan organisasi yang diinginkan diperlukannya sarana prasarana yang cukup dan memadai.
This study focused the process Transformation Organization of NNB's Drugs Testing Laboratory Unit. This research, including qualitative research with a descriptive design. Model of operational research to anaiyze proces Transformation Organization of NNB's Drug Testing Laboratory Unit based on the theory of transformation organization that consists of 4 R, namely: Reframing. Restructurinand Renewal of Revitalization. Informants thls research consists of Principal Secretary, Head of Planning, Planning Section Chief Administrative Officer, Legal Director, Head of Institutional Affairs minister, Chief of the Laboratory Unit, Section Chief of Chentical and Physical Testing and Drug Investigator.
From the analysis, concluded that Drug Testing Laboratory Unit to perform the development in the form of Transformation Organization into the Laboratory Centre. That is based on developm nt Government Institutions Non MirUstry and vertical, as well as laboratory s condition which do not support yet NNB performance, so the performance is not optimal. The process of Transformation Organization based on the 4 R theory namely: Reframing, Restructuring, Revitalization and Renewal. While, in the practice to coordinate with other institution, that is Menpan.
Result of the study to suggest that, in this transformation process the most important is restructurisasi. because in this organization must be make the house before, and than complited by performance of human. The performance of human which competent is the factor of success in organization. Beside that, for reaches moving organization needed the equipment to support.
