ABSTRAK
Tesis ini bermakaud meneliti penyuluhan hukum dengan metode cerarnah yang dilakaanakan oleh Pusat Penyuluhan Hukum kepada masyarakat Kelurahan Jati Cempaka Kecamatan Pondok Gede Bekasi. PeneJitian ini bertujuan ingin menemukan apa saja efektivitas penyuluhan hukum dengan metode ceramah dan faktor-faktor yang mempengaruhi efektivitas tersebut. Metode yang digunakan dalam penelitian ini adalah metode deskriftif kualitatif yaitu metode yang diarahkan untuk memecahkan masalah dengan cara memaparkan atau menggambarkan apa adanya tentang hasil penelitian, dengan menyusun langkah-langkah: wawancara mendalam dengan informan yang telah mengikuti penyuluhan hukum dengan metode ceramah. Hasil penelitian menunjukan efektivitas penyuluhan hukum dapat dikatakan efektif sampai peda pengetahuan, pemahaman dan perubahan perilaku dari peserta penyuluhan. Meskipun demikian masih ada beberapa hal yang perlu diperhatikan agar penyuluhan bukum ke depan lebih baik lagi yaitu materi penyuluhannya menyesuaikan dengan kebutuhan masyarakat, penyuluhnya agar lebih professional, waktu pelakaanaan, dan tempat penyuluhan agar lebih memadai (aula).

Abstract
This thesis has a purpose to study guidance of law conducted by Pusat Penyuluhan Hukum (Central of Law Guidance) to the society (especially by discourse method). This research has the purpose to meet any effectiveness of law guidance and the factors which influence the effectiveness. The method used in this research is qualitative descriptive method, that is the method directed to solve the problems by the way of discussing or to draw in according to the fact about the result of the research, by preparing the steps of field observation and in depth interview with the informants which have followed the program of law guidance. The result of the research shows that the activity of law guidance it can be said effectiveness up to the knowledge, understanding and change of behavior of the guidance participants. Nevertheless, there are still some things that ought to be considered in order that guidance be fitted with the utility of the society, the counselors have to be more professional, the time of conducting and the venue of the guidance has to be more appropriate(auditorium).
