Undang-undang Nomor 26 Tahun 2007 tentang penataan ruang mengamanatkan bahwa proporsi ruang terbuka hijau pada wilayah kota paling sedikit 30 % dari wilayah kota. Sedangkan RTH yang dimiliki oleh Jakarta baru mencapai 9.6 %. Pada kota-kota besar yang terlanjur sudah berkembang seperti Jakarta sulit memenuhi target tersebut termasuk di dalamnya RTH Pemakaman. Jakarta mengalami krisis lahan pemakaman dimana sudah banyak areal pemakaman yang penuh dan terjadi alih fungsi guna lahan. Hal ini menuntut penelitian untuk mencari faktor-faktor yang mempengaruhi dalam implementasi kebijakan penataan ruang pada RTH dengan fokus areal pemakaman di Jakarta. Penelitian ini menggunakan pendekatan positivism/ kuantitatif. Pengumpulan data sekunder dan wawancara mendalam dilakukan pada pihak pemerintah, swasta dan masyarakat. Faktor-faktor diperoleh dalam proses penelitian adalah ketersediaan anggaran, regulasi penataan ruang, struktur organisasi dan dukungan politik. Hasil penelitian menunjukan bahwa ketersediaan anggaran terbatas, regulasi penataan ruang menyimpang, struktur organisasi belum mendukung, dan dukungan politik tidak konsisten dalam membela kepentingan umum.

The Law Number 26 of the Year 2007 on space management mandates that the proportion of the green open space in the city area is at least 30% out of the city area. Meanwhile, the Green Open Space (GOS) owned by Jakarta only reaches 9.6%. In the big cities which have been developed like Jakarta, it is difficult to accomplish the target, including the target on the Cemetery GOS. Jakarta suffers from the cemetery land crisis as many cemetery areas are full, and the function of some of these cemetery areas has been altered. This situation requires research to seek for factors influencing the implementation of the space management policy on the GOS with the focus of the cemetery area in Jakarta.

This research uses the positivism/quantitative approach. The secondary data collection and the in-depth interview were conducted to the government, the private sector, and the society. The factors obtained in the research process are the budget availability, the space management regulations, the organizational structure, and the political support. The research results show that the budget availability is limited, the space management regulations deviate, the organizational structure has not supported, and the political support is not consistent in defending public interests.
