ABSTRAK
Tesis ini membahas mengenai larangan melakukan penandatanganan Akta Notaris diLuar Kantor Notaris, akan tetapi apabila pelanggaran tersebut terjadi, tidak adapengaturan secara tegas mengenai sanksinya dalam peraturan perundang-undangantersebut. Permasalahan yang diteliti dalam tesis ini adalah mengenai pengaturan danpengawasan terhadap Notaris dalam UUJN, pelaksanaan pengawasan terhadapNotaris oleh Majelis Pengawas Notaris dan Dewan Kehormatan serta analisis kasusmengenai Notaris yang melakukan penandatanganan Akta Notaris di Luar KantorNotaris. Kesimpulan dari tesis ini yaitu Notaris tidak diperkenankan melakukanpenandatanganan akta Notaris di luar kantor tanpa alasan yang sah; Majelis PengawasNotaris dan Dewan Kehormatan melakukan pengawasan secara preventif dan kuratifdalam menangani kasus Notaris melakukan penandatanganan Akta Notaris di LuarKantor Notaris tanpa alasan yang sah; dan pengenaan sanksi terberat yang dapatdiberika oleh Dewan Kehormatan terhadap Notaris tidak menimbulkan efek jera bagiNotaris yang bersangkutan. Saran dari tesis ini yaitu hendaknya di kemudian hari,untuk pelanggaran terhadap Kode Etik Notaris yang sangat menimbulkan kerugianbagi masyarakat, Dewan Kehormatan diberikan akses untuk melapor kepada MenteriHukum dan Hak Asasi Manusia untuk memberi sanksi kepada Notaris yangbersangkutan.

ABSTRACT
This thesis discusses the ban signed Deed in Notary Affairs Office, but if the offenseoccurred, there was no firm arrangement about sanctions in the legislation. Problemsstudied in this thesis is the regulation and supervision of the UUJN Notary, theNotary supervision by the Supervisory Council and the Board of Honour as well asNotary case analysis of the Notary Deed signed at the Foreign Office of the Notary.The conclusion of this thesis is not allowed to perform notarial deed of Notarysigning out of the office without a valid reason; Notary Supervisory Council andHonor Council to supervise preventive and curative in cases of signing the NotaryDeed in Notary Public Affairs Office no legitimate reason, and toughest sanctionsthat can be given by the Honorary Council of the Notaries no deterrent effect for thenotary in question. Suggestion of this thesis that should be in the future, for violationof the Code of Ethics Notary very cause harm to the public, Honorary Council givenaccess to report to the Minister of Justice and Human Rights to give sanction to thenotary in question.
