ABSTRAK
Dalam rangka mendukung pelaksanaan pembangunan di Negara kesatuan yang mengenal pemerintahan daerah, diberlakukan desentralisasi pemerintahan. Pemberlakuan desentralisasi pemerintahan berdampak pada penyerahan kewenangan pemerintah pusat kepada pemerintah daerah. Selain kewenangan yang mencakup pertahanan dan keamanan, hubungan luar, agama, moneter, dan pemerintahan umum, kewenangan pemerintah pusat lainnya diserahkan kepada Pemerintah Daerah, berdasarkan prinsip desentralisasi. Dengan adanya prinsip money follows functions, maka setiap penyerahan beberapa kewenangan bidang pemerintahan disertai dengan penyerahan kewenangan bidang keuangannya, oleh karena itu berlakulah desentralisasi fiskal (Fiscal Decentralization). Tesis ini membahas tentang salah satu jenis kebijakan desentralisasi fiskal, yaitu Dana Alokasi Umum (DAU). Perannya sebagai block grant dan equalization grant, DAU mendukung dilaksanakannya desentralisasi pemerintahan. Dengan demikian, DAU perlu dipertahankan untuk tetap dilaksanakan, namun dengan sedikit perubahan dalam peraturan perundang-undangannya. Hal tersebut perlu dilaksanakan agar tercipta ketegasan bahwa tujuan desentralisasi ialah untuk menciptakan Pemerintah Daerah yang mandiri. Dalam penulisan tesis ini, penulis menggunakan metode penelitian normatif, didukung data sekunder dan dilengkapi dengan hasil studi kasus di pemerintah daerah kabupaten penerima DAU yang telah menggunakan DAU sesuai dengan UU nomor 33 tahun 2004 tentang Perimbangan Keuangan antara Pemerintah Pusat dan Pemerintahan Daerah dan PP Nomor 55 Tahun 2005 tentang Dana Perimbangan.

ABSTACT
Government decentralization was enforced in order to support the development implementation in the Unitary State which was familiar with local government. The impact of the government decentralization was the devolution from the central to the local government. Besides authority in the field of security and defense, foreign relationship, religion, monetary, and general governance, other authority of the central government were transferred to the local government based on the decentralization principles. With the establishment of money follows functions principle, every devolution in the field of governance would also be followed by the devolution in its financial field, and for that reason the Fiscal Decentralization was applied. This thesis would discuss about one of the fiscal decentralization policies, which was General Allocation Fund (GAF). With the role as block grant and equalization grant, GAF supported the government decentralization implementation. Therefore, it was necessary to maintain the implementation of GAF, but with a few changes in its laws and regulations. The changes must be made to state that the goal of decentralization was to create an independent local government. On the preparation of the thesis, the writer used a normative research method, which supported by secondary data and equipped with case study results of district government which received the GAF and had used it in accordance with the Regulations No. 33 year 2004, about the Financial Balance between the Central Government and the Local Government and the Government Regulation No. 55 year 2005 about the Balance Fund.
