[Tugas Karya Akhir ini berusaha untuk menggambarkan dampak pemekaran wilayah
yang banyak terjadi di Indonesia pasca dikeluarkannya UU No.22 tahun 1999 dengan
menganalisis dampak pemekaran di wilayah Kabupaten Tasikmalaya. Dengan
menggunakan perspektif Vedi Hadiz, penulis ingin menunjukkan dengan keterbatasan
data bahwa alasan dari banyaknya wilayah yang bermasalah pasca-pemekaran adalah
karena terdapat kepentingan-kepentingan elit yang sebenarnya tidak untuk alasan
mensejahterakan rakyat. Dari kasus pemekaran Tasikmalaya, yang terlihat pascapemekaran
kemudian justru adalah semakin terpuruknya Kabupaten sejak ibukotanya
menjadi daerah otonom baru dan juga sengketa aset yang muncul antara pemerintah
Kabupaten dan pemerintah Kota Tasikmalaya., This final project aims to describe the impact of the process known as pemekaran
(literally, „blossoming’) in Indonesia after the implementation of the Law 22/1999 on
regional governance, in which territorial jurisdictions is redefined and the number of
local governments is increased. This study focuses on the region of Tasikmalaya as a
case study and uses the perspective of Vedi Hadiz to show with limited data that the
problems arising from pemekaran is due to elite interest which is not all about the
contribution to public welfare. This case study shows that after the process of
pemekaran the municipality of Tasikmalaya became bankrupt as its capital became a
new autonomous administrative region and conflict arises between the municipal
government and the district government regarding claims to assets in the district area.]
