 Abstract

Penelitian ini membahas perlindungan konsumen terhadap peredaran daging sapi gelonggongan. Metode yang digunakan berupa yuridis normatif yang menekankan pada norma hukum tertulis. Adanya peredaran daging sapi gelonggongan karena penyimpangan yang dilakukan pelaku usaha dari proses produksi daging sapi hingga peredarannya, yang berakibat buruk bagi konsumen. Sapi yang dipotong dengan proses penggelonggongan jelas tidak menerapkan tata cara pemotongan yang baik sebagaimana telah diatur salah satunya dalam Undang-Undang Peternakan. Daging sapi gelonggongan merupakan daging yang tidak layak konsumsi, bagi konsumen. Selain itu, daging sapi gelonggongan mengalami berat yang semu, yang mengakibatkan daging menyusut setelah dimasak. Dengan adanya kecurangan yang dilakukan pelaku usaha tersebut, maka konsumen mendapatkan perlindungan yang diatur dalam Undang-Undang Perlindungan Konsumen. Perlindungan Konsumen juga dituangkan dalam bentuk Fatwa MUI yang mengharamkan daging sapi gelonggongan karena mengonsumsi daging sapi gelonggongan sama dengan mengonsumsi daging bangkai yang dilarang oleh Al Quran.

This undergraduate thesis discusses the consumer protection against the circulation of the meat of sapi gelonggongan. The method used in this research is the juricial normative method focusing on written law. The circulation of sapi gelonggongan is resulted from the transgression committed by the cattle bussinessmen during the process of the production until the circulation of the beef. The slaughter of the cattle using the gelonggongan method clearly does not apply the good slaughtering method as stated in the Livestock Law. This problem gives negative impacts on the consumers as sapi gelonggongan is the kind of meat not fit for consumption. In addition, the meat of sapi gelonggongan has false weight because it will decrease after being cooked. To protect the consumers from this kind of fraud, the government issued the Law of Consumer Protection. The consumer protection is also manifested in a fatwa of MUI that forbids Muslim people from eating the meat of sapi gelonggongan because it is the same as eating carcass, which is forbidden in the holy Koran.
