[Pada 27 Oktober 1988 Pemerintah mengeluarkan kebijakan deregulasi Paket
Oktober (Pakto '88) yang bertujuan untuk meningkatkan pengerahan dana
masyarakat melalui perbankan. Perizinan untuk mendirikan bank dipermudah oleh
pemerintah yang memicu ledakan jumlah bank di Indonesia. Skripsi ini mencoba
untuk mengungkapkan dampak akibat diterapkannya kebijakan deregulasi Pakto
‟88 terhadap sistem perbankan nasional. Metode penelitian yang digunakan adalah
metode sejarah yang terdiri dari empat tahapan yaitu heuristik, kritik, interpretasi
dan historiografi. Hasil dari penelitian ini adalah Pakto‟88 menyebabkan
perkembangan jumlah yang signifikan terhadap bank-bank di Indonesia yang
menyebabkan kerentanan terhadap sistem perbankan nasional akibat lemahnya
pengawasan oleh Bank Indonesia.;On October 27th 1988, Indonesian Government issued a policy of deregulation

public funds through banks. The Government admits liberalization of bank
licensing. This thesis attempts to reveal the impact from the Pakto '88
deregulation policy for the national banking system. This research using historical
methods which consist of four steps: heuristic, critic, interpretation and
historiography. The results of this research are Pakto '88 lead to the development
of a significant number of banks in Indonesia, which causes susceptibility to the
