The purpose of evaluating system effectiveness is to determine how well a system meets its objectives. To be able to evaluate system effectiveness and understand why a system is either effective or not is by focusing on the contents of the IS Department. The system quality as well as the information quality will give an impact to have a better user perception, usefulness and the ease of the system. There are many characteristics of the hardware and software parts of the information that impact to user ease of use perception such as; response time, interaction with the system, and quality of documentation and help facilities. This evaluation will focus on User Information Satisfaction using MillerDoyle's Gap Approach and propose new IS strategic implementation plan that produce from comparison the company with the leading one. These steps will be applied for evaluating current system that has already been implemented closed to 3 years in Oil Company. This system has a complex process from interpreting the earth structured position i.e. Geophysics and Geology then proving the Gas and Oil reserves by Drilled the earth, delivering the product to the production tank, and finally predicting the reservoir behavior by running simulation software. The result of this evaluation will be continued with providing the company an IS Strategic Implementation plan e.g. modify target application of accounting, procurement, geologist and geophysics. The chose of gigabit Ethernet to improve data flow. Software standard and man power outsourcing.

Tujuan dari evaluasi sistem yang efektif adalah untuk menentukan sebaik apakah sistem tersebut dalam memenuhi objectifitasnya. Untuk dapat mengevaluasi sistem yang efektif dan memahami efektif atau tidaknya suatu sistem, adalah dengan berfokus kepada isi dari Departemen Information Sistem. Sistem kualitas sebaik informasi kualitas akan memberikan dampak pada persepsi pemakai yang lebih baik akan kegunaan dan kemudahan sistem. Banyak karakteristik dari bagian hardware dan software yang memberikan dampak kepada user seperti; waktu respon, interaksi dengan sistem, dan kualitas dokumentasi serta fasilitas help. Evaluasi ini akan berfokus pada kepuasan informasi pemakai dengan menggunakan pendekatan Miller Doyle's dan mempropose perencanaan implementasi strategik Information Sistem baru yang dihasilkan dari komparasi Perusahaan dengan Perusahaan Pemimpinnya. Tahapan dimaksud akan digunakan untuk mengevaluasi sistem saat ini yang telah di implementasikan mendekati 3 tahun pada Perusahaan Minyak tersebut. Sistem ini mempunyai proses kompleks dari interpretasi posisi struktur bumi i.e. Geofisika dan Geologi, kemudian membuktikan adanya Gas dan Minyak dengan melakukan pemboran, mengirimkan hasil produksi ke dalam tangki produksi, dan terakhir melakukan prediksi kelakuan reservoar dengan menjalankan simulasi pada perangkat lunak. Hasil dari evaluasi ini akan diteruskan dengan menyediakan IS Strategik Perencanaaan e.g. Modifikasi Accounting, Procurement, Geologis dan Geofisis. Pemilihan Gigabit Ethernet, Software Standard dan Tenaga Outsourcing.
