Relokasi adalah bentuk tanggungjawab Pemerintah DKI Jakarta dalam menyediakan tempat yang layak bagi warga DKI Jakarta. Penelitian ini bertujuan memahami peran aktor dalam pelaksanaan relokasi warga Waduk Ria-Rio ke Rumah Susun Pinus Elok dan Rumah Susun Cakung Barat. Penelitian ini dilakukan dengan menggunakan pendekatan kualitatif melalui pengumpulan data primer dan sekunder. Hasil penelitian ini menunjukkan bahwa peran aktor dalam pelaksanaan relokasi warga Waduk Ria-Rio terdiri dari state actor, political economic structure, business actor dan public. Pelaksanaan relokasi ditemukan kendala oleh adanya aktor political economic structures dan public yang mengarah kepada business actor. Kondisi tersebut berdampak terhadap proses relokasi warga dengan munculnya warga gelap dan warga tidak tertampung di unit rumah susun. Selain itu, terdapat state actor yang berasal dari militer terlibat dalam proses relokasi.

Relocation is a responsibility of DKI Jakarta Government to provide a decent place for the citizens of Jakarta. This research aims to understand the role of actors in the implementation of relocation of Ria-Rio Reservoir's Residents into Pinus Elok and Cakung Barat Flats. The research has been done in qualitative approach through primary and secondary data collections. The result shows that the role of actors in the implementation of relocation of Ria-Rio Reservoir's Residents consists of state actors, political economic structure, business and public actors. In the implementation of relocation, constraints have been found by the presence of political actors and public economic structures that lead to business actors. These conditions affect the relocation process with the emergence of dark citizens and the citizens who are not accommodated in the flats. In addition, there are state actors from the military involved in the relocation process.
