Skripsi ini merupakan penelitian dengan metode kualitatif, dan berfokus pada pertentangan yang terjadi antara kelompok pro-pemilihan dan pro-penetapan Gubernur dan Wakil Gubernur Daerah Istimewa Yogyakarta (DIY) dalam proses formulasi RUU Keistimewaan DIY tahun 2010-2012. Penelitian ini berusaha melihat bagaimana pertentangan antara kedua kelompok tersebut di DPR RI, dan kepentingan apa saja yang ada di dalamnya. Penelitian ini menggunakan tahapan pembuatan kebijakan sebagai bingkai penelitian, sehingga penelitian ini terstruktur dan terfokus pada tahap formulasi kebijakan. Sementara, objek pengamatan dan analisis adalah proses yang ada di dalam tahapan itu sendiri. Selain bertujuan untuk menggambarkan bagaimana pertentangan kedua kelompok dalam formulasi RUU Keistimewaan DIY, penelitian ini juga bertujuan menyampaikan temuan kepada pembaca yaitu adanya kepentingan lain dalam isu pengangkatan Gubernur DIY di samping kepentingan utama yaitu pembentukan suatu UU khusus yang dapat mengatur keistimewaan Yogyakarta.

This thesis is a research with qualitative method, and focuses on the conflicts that occurred between pro-election group and pro-establishment of the Governor group in the formulation process of Yogyakarta Privileges Bill in 2010-2012. This study tried to see how the conflict happened between two groups in the House of Representatives in the formulation of the bill, and any interest in it. This thesis used policy-making stage theory as a frame to the study, so it can be more structured and focused only on policy formulation stage, while the object of observations and analysis is the processes within the stage itself. Besides aiming to illustrate how the conflict in the formulation of the DIY (Daerah Istimewa Yogyakarta) Privileges Bill, this study also aims to convey to the reader about the existence of other interest in this issue, in addition to the main interest which is to formulate a special law to regulate the privilege of Yogyakarta.
