Skripsi ini membahas tentang perubahan politik pengupahan pasca orde baru di Indonesia dengan mengambil studi kasus kebijakan Dewan Pengupahan Kabupaten Bekasi tentang upah minimum tahun 2012-2013. Penelitian ini adalah penelitian eksplanatif yang menggunakan metode kualitatif. Pada masa Orde Baru negara memiliki tingkat otonomi yang tinggi dan bersifat korporatis eksklusioner, yaitu negara memiliki kontrol administratif-militer yang kuat dan memiliki sumber keuangan mandiri yang besar akibat oil boom sehingga negara dapat mengeksklusi kelompok buruh dan pengusaha dari kebijakan upah minimum. Setelah jatuhnya Orde Baru, sebaliknya, negara memiliki tingkat otonomi yang rendah dan bersifat korporatis inklusioner, yaitu negara memiliki kontrol administratif-militer yang lemah dan tidak memiliki sumber keuangan mandiri yang besar sehingga negara harus menginklusi kelompok buruh dan pengusaha dalam kebijakan upah minimum. Dengan menggunakan model integrated strike leverage, akan terlihat faktor-faktor yang memengaruhi daya tawar buruh dan pengusaha dalam melakukan perundingan kolektif. Kesimpulan dari penelitian ini adalah berbagai peraturan yang dihasilkan pasca Orde Baru, diikutsertakannya buruh dalam Dewan Pengupahan dan keberhasilan buruh menutup jalan tol Jakarta-Cikampek membuat daya tawar buruh semakin besar. Besarnya daya tawar buruh ini berhasil menekan pemerintah dan pengusaha untuk menyetujui tuntutan kenaikan upah minimum yang tinggi di Kabupaten Bekasi tahun 2012- 2013.

This research is to discuss changes in the politics of wage determination in Indonesia?s post-New Order era by studying the case of minimum wage determination, proposed by the Wages Board of Bekasi Regency in 2012-2013. This research is explanatory research and using the qualitative method. In New Order, the states has high level of autonomy and corporatist exclusionary in nature. It means, the states has strong administrative-military control and has large independent financial resources due to oil boom, so the states has to exclude the groups of workers and employers from the minimum wage policy. After the fallen of New Order, on the contrary, the states has low level of autonomy and corporatist inclusionary in nature, which means the states has weak administrative-military control and do not have large financial resources independently, so the states has to include the groups of workers and employers in the minimum wage policy. By using integrated strike leverage model, this research will show factors that had affected labor?s and employer?s bargaining power during bargaining process. The conclusion of this research is there are several rules resulted in post-New Order era, workers are participated in Wages Board, and the succeeded of the workers to shutdown Jakarta-Cikampek toll road, so that the bargaining of workers is raising. The raising in bargain power pushes the government and employers to accept the high increasing of minimum wage in Bekasi Regency in 2012-2013.
