Penelitian ini membahas tentang kontestasi yang terjadi di antara aktor-aktor politik dalam proses pembahasan RUU KKG di DPR RI. Aktor-aktor yang menjadi objek kajian antara lain KPP-PA, FHanura, FPKS, WRI, IWAPI, dan INSISTS. Penulis menggunakan pendekatan kualitatif serta analisa siklus kebijakan (policy cycle) untuk menunjukkan bahwa pada tahap agenda-setting dan formulasi kebijakan, terjadi persaingan antar aktor untuk memenangkan agenda (kepentingannya). Hasil analisa menunjukkan bahwa pro dan kontra terjadi karena perbedaan ideologi dan persepsi dalam memahami konsep kesetaraan dan keadilan gender. Oleh karena itu, proses pembahasan RUU KKG berjalan alot dan lambat. Studi ini bersimpulan bahwa kontestasi akan tetap berlangsung selama belum terwujud negosiasi di antara aktor politik yang terlibat dalam pembahasan RUU KKG.

This thesis discusses the contestation between political actors in the formulation stage of Gender Equality and Equity Bill (RUU KKG) in House of Representatives. Actors who become the object of study include KPP-PA, FHanura, FPKS, WRI, IWAPI, and INSISTS. Author used qualitative research approach and policy cycle analysis to indicate that in agenda setting and formulation stage there are competition among actors to win their agenda (interests).

The analysis showed that pros and cons going on due to the difference ideology and perception in understanding the concept of gender equality. So that, the formulation of RUU KKG in parlianment is debatable and slow. This study concludes that contestation still continues for yet materialized negotiations among the political actors involved in the formulation of RUU KKG.
