Nilai IRR yang berada di bawah Minimum Attractive Rate of Return (MARR) WSP sebesar 17-18% mengakibatkan tidak ada investor yang mau terlibat dalam proyek ini, sehingga dibuatlah inovasi skema finansial dan kelembagaan WSP PRASTI Tunnel berbasis Kerjasama Pemerintah Swasta (KPS)., One of crucial problems in Jakarta is meeting the needs of water.
